About this file
This is a Request for Proposal (RFP) issued by the Confederated Tribes of Siletz Indians (CTSI) Tribal Administration for compensation and market wage analysis consulting services. CTSI seeks qualified consultants to develop and implement a comprehensive compensation and classification system that aligns with the tribe's philosophy of maintaining a sustainable, market-based, and equitable compensation structure. The scope of work includes evaluating the existing compensation system, conducting market compensation analysis using comparable organizations and benchmark positions, providing recommendations to address internal equity and retention issues, and developing procedures for CTSI Human Resources to independently administer and maintain the system going forward. Key deliverables include a comprehensive compensation study with salary scale recommendations and benchmark metrics, an implementation plan with fiscal impact analysis for stakeholder groups, and an employee communication plan. The RFP was issued on September 16, 2026, with proposals due by Friday, October 9, 2026, at 4:00 PM Pacific Time. CTSI anticipates selecting three finalist consultants who will be required to complete a demonstration exercise analyzing three CTSI positions (Chief Executive Officer, Medical Director, and one additional position) as part of the final evaluation. The contract term is estimated at 12 months from contract signing, though submitters may propose alternative timelines if they believe the standard timeline is inappropriate.
The fee structure will be a stipulated sum not-to-exceed (firm fixed price) amount with a detailed cost breakdown by section or work area to facilitate cost comparisons between submitters. All costs incurred by submitters in proposal preparation and submission are the sole responsibility of the submitter, with CTSI bearing no responsibility for incurred expenses. Proposals will be evaluated on four criteria totaling 100 points maximum: Experience and Capability (55 points), Proposal Format and Criteria (10 points), Indian Preference for businesses with 51% Native American or Tribal ownership (15 points), and Fees (20 points). CTSI reserves the right to cancel the RFP, reject any proposals, and negotiate minor modifications with the selected awardee. Award notice will be provided within ten business days of the award decision, and the final contract must be approved by the CTSI Tribal Council. Proposals must include a letter of transmittal, key personnel resumes, client references (minimum of two), conflict of interest disclosure, litigation information, Equal Opportunity Employer compliance statement, and proof of Indian Preference if applicable.

Part I: Background and General Information
Introduction
The Confederated Tribes of Siletz Indians (CTSI) is a sovereign Federally Recognized Tribal government located in Siletz, Oregon. The Siletz Tribe, combining the Chinook Winds Casino
Resort, is the largest employer in Lincoln County, Oregon. The Siletz Tribe has a long tradition of serving as a central player in the economic vitality of the Central Oregon Coast community.
There are approximately 340 employees who comprise CTSI’s Administrative and Program
Departments including a Health Clinic, Natural Resources, Planning, Housing, Education, and
Social Services. This does not include the Chinook Winds Casino Resort employees, which is upwards of 600-750 employees.
CTSI’s mission related to its employees is to provide quality employment opportunities that provide wages and benefits to support employees and their families for stability and sustainability who serve the membership and public.
CTSI’s main government office, housing office, health clinic and childcare facility are located in Siletz, Oregon with offices located in Portland, Salem, Eugene, and Lincoln City.
There are many positions that have would need to have a compensation study, but the contractor may not be responsible for doing all of them. However, the contractor may be used continually as a resource to ensure that the process and procedures are followed as best as possible into the future.
Part II: Compensation Philosophy The Confederated Tribes of Siletz Indians (CTSI) Tribal Administration desires to have a sustainable, market-based compensation and classification system that is equitable, transparent, and capable of being administered internally by Human Resources.
The goal is to maintain a compensation program that supports the recruitment and retention of qualified employees while remaining fiscally responsible. The Tribe desires a compensation structure that is competitive with the external labor market and appropriately recognizes regional economic factors, internal equity, position responsibilities, required qualifications, and organizational needs.
Submitters should ultimately identify what their recommendations and/or calculations are based on, including an explanation for the specific methodology used and why it is appropriate for
CTSI. For example:
1. Ranges are calculated at the market median;
2. Ranges are calculated at market plus or minus a percentage;
3. Ranges are some appropriate quartile of a benchmark from a public source(s) or subscription source(s)
4. Or another clearly defined methodology o Please state if this is a submitter’s proprietary method

Part III: Scope of Work
Project and Scope of Services
The Siletz Tribal Administration is seeking proposals from qualified consultants to develop and implement a comprehensive Compensation and Classification Market Wage
Analysis and Plan, including performing calculations on a wide number and types of positions at the Tribe.
The selected consultant shall develop and implement an analysis and system consistent with CTSI’s Compensation Philosophy described in Part II of this Request for Proposal.
To develop this system, the selected consultant shall follow the following scope of work:
1. Work with Siletz Tribe Administration designated staff to evaluate CTSI’s existing compensation system, classification structure, salary ranges, and market competitiveness while maintaining consistency across CTSI.
2. Upon evaluation, identify recommendations and propose implementation methods to address issues/concerns.
a. Recommended salary ranges should support CTSI's compensation philosophy and clearly identify the market target used (e.g., market median, market plus percentage, appropriate quartile of benchmark or another justified methodology).
Recommendations shall include clearly written justification and/or methodology for benchmark selection, market matches, and any recommended market premiums.
3. With the recommended method(s), take the lead with human resources staff to conduct a comprehensive market compensation analysis using comparable organizations and benchmark positions.
a. Specifically for healthcare positions, benchmark should be using Indian Health
Services, regional economic factors, and other recognized healthcare market data.
4. Provide alternative methods or policies to address internal equities, pay compression, employee retention, and hard-to-fill positions.
a. Provide any other recommendations to compensation as a whole, for example if the benefits package is considered competitive or can be enhanced to be more competitive as an entire compensation package for current and future employees.
5. Provide a manual, processes, procedures and/or structure for CTSI HR to independently administer and maintain the compensation system going forward. This would allow
CTSI to handle future market updates for any new job descriptions or existing job description changes where a market study is required.
Note that consultant will be using existing CTSI job descriptions, minimum qualifications, education requirements, certifications, licensure requirements, experience requirements, and essential job functions are considered final for purposes of this project and shall be used throughout the compensation analysis. Revising job descriptions is outside the scope of this project. If the consultant identifies areas that may no longer align with industry standards or
Page 4 of 11 CTSI SALARY 2026 RFP labor market expectations, recommendations shall be submitted separately with supporting rationale for CTSI's consideration.
Written Deliverables:
1) Compensation Study -
a. A review of the Salary Scale and recommendations as to whether the Tribal
Level and Step levels are of an appropriate range and calculations between levels and steps are reasonable.
b. Compensation Plan metrics or benchmarks that will be used that includes justifications for the recommendations chosen.
i. This would include the methodology for how compensation ranges should be calculated for any positions that require a market study or update.
c. Recommendations for assignment for all positions within this structure commensurate with level of complexity, responsibility, knowledge, skills, and abilities and/or other compensable factors.
i. Report should compare current salary range to recommended salary range for each position identified.
ii. It is assumed that the consultant will be responsible for calculating the majority of the job description salary wage analyses then overseeing the calculation of the rest of the job descriptions that will be handled by the Human Resource staff.
d. Recommendations to improve long-term sustainability of the compensation and classification system. Provide instructions on how to market benchmark positions sufficient for CTSI Human Resources to independently update future market studies.
e. Provide salary survey resources used to perform the market benchmarks and assign salary levels to positions.
f. Internal equity analysis findings and/or recommendations
g. Estimated cost impact of the total wage adjustments for the current period
h. Written justification for every benchmark position chosen.
2) Implementation Plan for key stakeholder groups (including the fiscal impact of implementation) – phases or all at once. Key stakeholders are executive management team and Tribal Council.
3) Employee Communication Plan to explain the process and implementation of recommendations

These positions will include:
a. Chief Executive Officer
b. Medical Director
c. One more position to be determined.
Using only the job descriptions provided by CTSI, the finalists will prepare a written compensation recommendation for each position demonstrating:
d. Market data utilized
e. Benchmark positions (if any)

h. Methodology used to evaluate the position
i. Narrative explaining the recommendation
This is intended to demonstrate the finalists’ methodology and approach and determine if the methodology is reasonable, rational, and in line with the overall goals of the Tribe and compensation philosophy.
Timeline to Completion
CTSI estimates this contract would be completed within 12 months of contract signing, barring any significant delays. If Submitters believe this timeline is not appropriate, they must state so in their proposal, and recommend an amended timeframe.
Proposal Tenure
All proposals shall include a statement that the proposal shall be valid until contract award or until November 30, 2026.
Incurred Expenses
CTSI shall not be responsible for any expenses incurred by Submitters in responding to this
RFP. All costs incurred by Submitters in the preparation, transmittal or presentation of any proposal or material submitted in response to this RFP will be borne solely by the Submitters.
Cancellation of Requests for Proposals or Rejection of Proposals
While it intends to award a successful bidder, CTSI is under no obligation to award a contract to any Submitter. Within CTSI’s sole discretion, for any reason whatsoever, CTSI may cancel this RFP and may reject any proposal or other material submitted in response to this RFP.
Evaluation of Proposals
Responses will be evaluated by an internal review committee of CTSI using the criteria listed in
Parts III and IV below.
Page 6 of 11 CTSI SALARY 2026 RFP
CTSI shall award the contract to the Submitter whose proposal scores highest according to the evaluation criteria identified by CTSI. Prior to selection, any corrections, modifications, and amendments will be provided to all qualifying submitters. Proposals shall be evaluated on the criteria listed in Part III below.
Award Notice
CTSI shall provide written notice of the award to all Submitters within ten (10) business days of the date of the award. CTSI reserves the right to negotiate minor modifications to the proposal with the selected awardee. The award shall be contingent upon successful negotiations of a final contract between CTSI and the Submitter whose proposal is awarded by CTSI Tribal Council who has final authority to approve the award.
Contract Term
The successful Submitter will enter into a mutually agreeable contract with CTSI for services to be performed. The term of the contract shall begin as soon as the contract is awarded and fully executed, and be completed as required by the contract. CTSI estimates this contract would be completed no longer than 12 months from contract signing, barring any significant hold ups. If
Submitters believe this timeline is not appropriate, they must state so in their proposal, and recommend an amended timeframe. This RFP, the proposal submitted by the successful
Submitter, and the fee structure of the submitted proposal, shall define the terms by which the successful Submitter shall perform the services contemplated by the RFP, and will further apply to added alternatives.
Contract Fee Structure
The fee structure of the Contract will be a “stipulated sum NTE” (firm fixed price not to exceed) amount. This stipulated sum amount will be reflected from within the proposal submitted and may be used in the process of determining the successful Submitter. Other amounts defined in the fee structure will include any and all amounts that may be in addition to the stipulated sum amount. Sufficient information will be provided in the proposal and contract to define and justify all costs associated with the stipulated sum amount as well as any other, anticipated or not anticipated, costs. Contractor will provide a breakdown of the cost by section or work area or other determining factor in order of CTSI to attempt to make cost comparisons between submitters as best as possible.
Proposal Confidentiality
Except in response to inquiries from the Contact Person as part of the evaluation process, until the award is made and notice is given to all Submitters, no employee, agent, or representative of a Submitter shall make available or discuss its proposal with any officer, Board member, employee, agent or representative of CTSI other than the Contact Person.
Until the award is made and notice of award is given to all Submitters, CTSI will not disclose the contents of any proposal or discuss the contents of any proposal with any Submitter or potential Submitter, so as to make the contents of any offer available to a competing or potential
Submitter.
Page 7 of 11 CTSI SALARY 2026 RFP
Any information provided by the Contact Person, requested in writing from the submitter, will be kept in strict confidence. No information may be shared publicly or with third party organizations not associated with Submitter without the written consent of CTSI.
Code of Conduct
No CTSI Tribal Council or employee of a tribal entity shall have any direct financial interest in any contract with the Submitter nor shall any contract exist between Submitter or its affiliate with Tribal Council, Board or staff that could give rise to any claim of conflict of interest. Any violation of this provision will render the proposal or contract void, unless it is approved by
CTSI Tribal Council after full disclosure.
Submitter shall warrant that it has no interest, direct or indirect, which would conflict in any manner or degree with the performance of services required under this contract. In the proposal, Submitter shall disclose any pertinent information relating to conflicts or potential conflicts of interest.
Certification of Compliance with Equal Employment Law
Successful Submitter will be required to comply with applicable tribal and federal laws, regulations, and executive orders relating to equal employment opportunity and non-discrimination.
No Waiver of Sovereign Immunity
This RFP shall not in any way be deemed to limit, diminish, or abrogate in any way CTSI’s sovereign immunity from suit.
Presentations
CTSI reserves the right to ask qualified Submitters to attend a presentation meeting to further explain their proposal, should CTSI feel it is warranted. This may happen should there be a significant number of Submitters and a clear winner is not determined by scoring the individual proposal documents. In such case, the top three Submitters, as determined by the selection committee, would attend a mutually agreeable meeting time and place in order for the Submitter to further explain their proposal. CTSI will be the sole determinant of whether presentations are necessary, and whether those presentations will occur in person or by virtual platform. No proposers will be allowed to present unless all “finalists” are available to present.
Part III: Qualifications and Requirements
CTSI is seeking a person(s) or firm(s) that can effectively and independently examine and make recommendations for improvement to CTSI’s compensation philosophy, practices and programs.
All proposals shall, at a minimum, include the following pursuant to this RFP:
1. Submitters must have proven experience in consulting with governments, businesses, or
Tribes in Human Resources, preferably (but not required) in the State of Oregon and/or the Pacific Northwest region.
Page 8 of 11 CTSI SALARY 2026 RFP
2. The proposal must clearly identify and mirror the scope of the RFP.
3. Submitters must provide Client References – List a minimum of 2 clients whose scope of work most closely reflects that mentioned in this statement of solicitation.
Information shall include at a minimum: Project name and location, scope of services provided, and reference contact information, i.e. name and phone number.
4. Submitters must provide resumes of key personnel directly involved in this engagement
- This should include only those individuals who will be assigned to the CTSI, and the time to be committed by each.
5. The proposal must summarize its understanding of the scope of services being requested by the CTSI. Describe your approach to cost-effectively meeting CTSI’s deliverables/objectives on or before the project completion. In addition to addressing any concepts and/or deliverables identified in the Scope of Services, the project approach description must include the following:
a) The most critical elements of the Project that the selected team must address for a successful outcome.
b) Identification of deficiencies and needs and development of alternatives to the proposed tasks and deliverables.
6. A summary of costs showing consulting time and any estimated ancillary costs such as travel, copies, legal, overhead, and other costs to be borne by the Submitter in performance of this contract in its duration. Submitters must provide an estimated stipulated sum not to exceed amount as part of their overall proposal costs.
7. Submitters must provide an overall methodology for how they would determine a salary range for a position. This could include the sources of data that would be used and how that data would interact with each other to determine how a range is made. If submitter uses something proprietary that they will use, please state so in the proposal. Essentially this section is to help CTSI determine overall, which mythology might align best with the Tribe in terms of reasonability, economic factors, teachability, documentation, etc., so that finalists can be selected to demonstrate how their calculations might work once the project is awarded and actually implemented.
8. Submitters must agree to participate in a compensation demonstration exercise if selected as a finalist, of which there will be at least three finalists chosen. Finalists will receive three (3) CTSI positions for analysis and will be required to submit written compensation recommendations in accordance with the instructions provided by CTSI.
The demonstration will be evaluated as a part of the final selection process.
9. Submitters shall provide proof of Indian Preference should it apply to the business entity or individual who will contract for services of this RFP. Indian Preference qualifies as
51% ownership of a business entity by an enrolled Native American individual or Tribe.

Part IV: Administrative Requirements
CTSI shall award contract(s) to the Submitter(s) whose proposal is most advantageous to CTSI, as based on the criteria below.
Proposals meeting minimum qualifications shall be evaluated on the four criteria listed below.
Each project will be scored individually, regardless of whether a proposal was submitted for one or both projects. Each proposal for each project shall be scored based on the points allotted to each criterion, 100 combined points maximum. The number of points assigned to a proposal does not necessarily determine the award of a contract; rather it establishes benchmarks to assist in the overall evaluation of the proposal.
Experience and Capability Maximum Points: 55
Submitter’s skill, knowledge and experience in similar human resource consulting as outlined in this proposal. Relevant experience and qualifications of person(s) who will perform the actual work will be considered under this evaluation factor. If applicable, this rating will focus on those persons assigned to the CTSI contract, rather than the characteristics of the Submitter firm. Additional criteria that may be considered for points include but are not limited to previous work, including work performed for other Tribal organizations. Another part of this evaluation section happens to be the clear understanding of how salary ranges would be determined from the consultant.
Proposal Format and Criteria Maximum Points: 10
Submitter’s proposal must be professional, readable, and meet the minimum criteria as listed in
Part III and Part V of this document.
Indian Preference Maximum Points: 15
CTSI welcomes proposals from all interested persons and businesses. However, in evaluating the relative merit of each proposal and ultimately awarding the contract, CTSI will give a tribal preference of fifteen points to business with a 51% Native American individual or Tribe ownership. Tribal preference is not the only factor in the evaluation process, but it is an important one.
Fees Maximum Points: 20
As well as the “stipulated sum amount NTE”, a listing of cost of services per unit provided by the Submitter will be used to evaluate the fee criteria. This may be stated in terms of a range with a maximum and minimum price for labor, materials and equipment of differing configurations.
Page 10 of 11 CTSI SALARY 2026 RFP
Part V: Proposal Format and Instructions to Submitter
Proposals submitted to CTSI must, at a minimum, contain the following information and shall be organized as follows:
A. Letter of Transmittal
B. Names and resumes of the key personnel including support staff to be assigned to the account
C. References
D. Submitter’s overall proposal
E. Conflict of Interest Disclosure: Please provide a statement disclosing any current or proposed business transaction between Submitter and any CTSI member, officer, employee or their employer or other potential conflict which may give rise to a claim of conflict of interest. Submitter shall warrant that it has no interest, direct or indirect, which would conflict in any manner or degree with the performance of services required under this contract.
F. Litigation: Please describe any material, current or pending litigation, administrative proceedings or investigations that could impact the reputation or financial viability of your firm.
G. CTSI requires that Submitter be an Equal Opportunity Employer: Provide a statement that Submitter complies fully with all government regulations regarding nondiscriminatory employment practices and provide a copy of any written EEO, ADA or non-discrimination policies presently followed by Submitter.
