About this opportunity
The state of Florida, through the Suwannee River Water Management District (the District), is seeking to retain a consultant to provide a classification study and salary survey to determine the market competitiveness of its pay plan. The District is responsible for managing groundwater and surface water resources in all or part of 15 counties in north central Florida. The consultant will be required to analyze the District's pay plan, progression plan, and job descriptions, prepare and conduct a custom salary survey, and provide recommendations for changes to the pay plan or a new pay plan to enable the District to attract and retain qualified employees. The work must be completed by December 1, 2024. The contract for this project will not exceed $35,000, and the consultant will be required to submit monthly invoices based on the percentage of tasks completed. The District will evaluate the proposals based on criteria such as qualifications and experience, project approach, ability to complete the work on time, and total cost, and anticipates entering into a contract with the proposer who submits the proposal judged to provide the best value.
The RFP does not appear to have any set-aside designations or restrictions on the types of organizations that can respond. The District has indicated a preference for onsite presence but will allow virtual meetings. The RFP does not require a benefits analysis, and the District does not have a prescribed survey, requiring the consultant to create a custom survey. The District would accept a survey response rate of no less than five matches per job from market peers, and will allow the use of augmented salary research if less than five job matches are available.
