Evaluation by District Selection Committee: The District Selection Committee composed of three
(3) persons will select in order of preference no fewer than three (3) firms deemed to be the most highly qualified to perform the required services. SECTION 5 - SCOPE OF WORK
BACKGROUND
The District consists of 68 FTE positions located in Live Oak, Florida. These positions are not represented by a union. The District’s positions are organized in accordance with the District’s classification plan that was implemented in 2013 through an effort by all five water management districts to create consistent standards for the classification and nomenclature for staff positions.
The classification plan groups similar positions into a pay range that identifies the minimum qualifications for the position. The District continually provides organizational review and restructuring of the workforce when necessary to align district resources with core missions and programmatic needs. As of February 2022, the minimum starting rate of pay for the District became $15 per hour, therefore the first five (5) position ranges on the current plan are no longer being utilized. The most difficult to recruit positions are senior level positions. The last classification study and salary survey performed for the District was completed in 2020.
Through this contract, the Contractor will be responsible for an analysis of the District’s pay plan in order to prepare and conduct a custom salary survey using benchmark positions to assess the market rate for salaries and serve as anchors for assigning job classifications to pay grades within the pay plan, perform a review of position descriptions for compliance with the new and upcoming (January 2025) FLSA (exempt vs non-exempt) guidelines recently finalized by DOL, review and recommend changes to the current progression plan, recommend changes to the pay plan or create a new play plan, including identification of salary ranges for each pay grade and the assignment of job classifications that will enable the District to attract and retain qualified, high performing employees.
OBJECTIVES
The objective of this project is to identify and retain a consultant with the necessary skills, experience and resources to provide the District with a custom salary survey and analysis to determine the market competitiveness of its pay plan which may include the development of a new customized, equitable, and competitive and FLSA compliant compensation program.
The District’s objectives are to:
• Attract and retain qualified employees.
• Provide salaries commensurate with assigned duties.
• Maintain a competitive position with other comparable government entities and private employers within the same geographic areas.
TASK IDENTIFICATION
The contractor will perform a comprehensive assessment of the market competitiveness of the District’s salaries by collective data, performing an analysis and evaluation of that data, and providing a comprehensive report of its findings, including recommendations on the District compensation program. The contractor will be expected to provide a communication plan to ensure the HR Office is informed throughout the project and may be required to present the findings and recommendations to the Executive Leadership Team.
At a minimum, Contractor task/responsibilities:
1. Review of the District’s Pay Plan (Exhibit A), progression plan (Exhibit B), organization chart (Exhibit C), operational functions, positions descriptions, class specifications and other materials as necessary to fulfill project.
2. Prepare and conduct a custom salary survey using benchmark positions identified in Exhibit C to assess the market rate for salaries and serve as anchors for assigning job classifications to pay grades within the plan.
3. Invite participants from both the public and private sector. The District will assist in determining the organizations and gathering contact information.
4. Analyze data received from the salary survey responses, along with other relevant data.
5. Recommend changes to the pay plan or create a new pay plan, including identification of salary ranges for each pay grade and the assignment of job classifications.
6. Recommend changes to the progression plan or create a new progression plan, including identification of pay grade and minimum qualification requirements for each level.
7. Include recommendations for compliance to current and new FLSA guidelines.
8. Prepare a comprehensive report with final results and recommendation, and presentation if needed to Executive Leadership Team.
