About this opportunity
Greenwood County, South Carolina is seeking qualified individuals or companies to conduct a comprehensive Employee Compensation and Classification Study through a Request for Proposal (RFP 2026-RFP-012) due May 28, 2026 at 2:00 p.m. The procurement involves analyzing approximately 157 job descriptions, updating the county's pay grade scale by classification and salary range, and establishing separate grades for department heads with minimum, middle, and maximum salary ranges. Key objectives include attracting and retaining qualified employees, ensuring equitable classification of positions with similar responsibilities, providing competitive and defensible salaries, outlining promotional opportunities, establishing pay differentials between classes, and maintaining competitive positioning with comparable government entities and private employers within South Carolina's geographic area. Deliverables include a comprehensive salary survey across both public and private sectors, review of current classification methodology, identification and resolution of salary compression and pay equity issues, implementation recommendations, and a final presentation to County Council by December 17, 2026. Required qualifications include demonstrated experience with compensation and classification studies, with at least five references from local government entities and preferably one example of a recent pay study for South Carolina local government. Evaluation criteria are weighted as follows: Quality, Accuracy, and Presentation of Proposal (20 percent); Experience and Qualifications of Firm and Key Staff (20 percent); References and Past Performance (15 percent); Cost of Services (25 percent); and Organizational Capacity and Financial Stability (20 percent). The question submission deadline is May 14, 2026 at 2:00 p.m., with responses provided by May 21, 2026 at 2:00 p.m. Proposals must not exceed twenty pages and include a completed cover sheet, project description, qualification sheets, ten client references, and a certificate of insurance. All proposals must remain firm for ninety days following submission.
No set-aside designations or disadvantaged enterprise restrictions are identified in the procurement documents. However, proposers must be located within reasonable distance of Greenwood County to ensure minimal travel costs and timely response. South Carolina nonresident taxpayers with contract agreements of $10,000 or more must submit a Nonresident Taxpayer Registration Affidavit before contract execution. Insurance requirements include workers' compensation with statutory limits, comprehensive general liability of $1,000,000 per person and per accident, and fleet liability of $1,000,000. No incumbent contractors, budget range, or award value is disclosed in the available procurement documents. The county reserves the right to reject any or all proposals and may terminate the agreement for default or convenience at its discretion. All work will be conducted with regular involvement of the Human Resources Director, Human Resources Generalist, and County Manager, with department heads and key personnel involved as necessary.
