INTRODUCTION

SUMMARY

Greenwood County (owner) invites proposals for qualified individuals or companies to conduct a county-wide Employee Compensation and Classification Study for approximately 157 job descriptions. Also included in the compensation survey will be updating the current pay grade scale in Greenwood County's format, by grade to include classes and salary range. Separate grades are required for Department Heads.

The purpose of this study is to:

1. Attract and retain qualified employees.

2. Ensure positions performing similar work with essentially the same level of complexity, responsibility, knowledge, skills and abilities are classified together.

3. Provide salaries commensurate with the assigned duties.

4. Clearly outline promotional opportunities and provide recognizable compensation growth.

5. Provide justifiable pay differential between individual classes.

6. Maintain a competitive position with both comparable government entities and private employers within the same geographical area.

Accurate, defensible market data is critical to ensure the resulting classification and compensation plan is competitive, equitable, and aligned with current labor market conditions.

All work will be done with the regular involvement of the Human Resources Director, the Human Resources Generalist, and the County Manager, as needed. Department heads and key personnel will be involved as necessary. Regular presentations and meetings with these individuals or groups incorporating their input into the process are required. A presentation to County Council upon completion is also expected.

SCOPE OF WORK

Scope of Work

Greenwood County is located in the Piedmont area of South Carolina, with a population of 69,351 (2020 United States Census.) Greenwood is centrally located within one hour drive to Anderson and Greenville and a one and a half hour’s drive to Spartanburg and Columbia.

The selected vendor shall provide, as part of its proposal, a detailed project timeline outlining all phases of the study, key deliverables, milestones, and the specific expectations and responsibilities of the employer throughout the process. The timeline must clearly identify required data submissions, review periods, stakeholder engagement points, and anticipated completion dates.

Greenwood County Human Resources is looking for the following scope of work:

The study shall evaluate the present salary structure compared to the current job market for comparable positions in both government and private sectors. The consultant shall perform or provide the following:

A. Review and evaluate each pay grade for accuracy and recommend necessary updates.

B. Provide a comprehensive evaluation of each job within the County, based on the current job description, to determine relative worth within the organization for internal equity and the establishment of pay grades.

C. The County places a high priority on maintaining clear distinctions between positions that may share similar titles but differ in duties, responsibilities, and required qualifications. As such, the selected vendor shall develop and recommend job descriptions and classifications that accurately reflect these differences rather than broadly grouping positions under a single classification. For example, “Clerk” positions across various departments, as well as “Equipment Operator” roles within different public works functions, should only be classified similarly where the work is substantially the same in scope and complexity; otherwise, distinct classifications should be established and clearly defined.

D. Review all current job classifications, confirm, and recommend changes to the hierarchical order of jobs using your evaluation system.

E. Establish proper benchmarking standards and conduct salary surveys for similar positions within the State of South Carolina.

F. Identify and address salary compression, internal parity, and pay equity, ensuring that all recommended pay structures are both internally consistent and externally competitive and grounded in accurate, up-to-date market data.

2026-RFP-012 Compensation and Classification Study Page 5 of 19

G. Analyze and recommend changes to the present compensation structure to meet market analysis.

The consultant is expected to schedule an initial meeting with the Human Resources Director, Human Resources Generalist, and County Manager to discuss the process and tasks to be performed in the study, including reasonable dedication of crucial personnel and deadlines. Consultants will meet with the department heads to explain the research and strategy to be used. They will also meet with employees to explain what the JATs will be used for and to explain the process. The consultant will provide frequent updates to the Human Resources Director with the final project being due by Thursday, December 17, 2026.

Adherence to the established project timeline is critical to ensure findings are delivered in time to inform and support the County’s budget development process.

CLASSIFICATION STUDY

1. Consultant to review current classification grade methodology and propose recommended strategies for the County.

2. Consultant to present proposed recommendations to the Human Resources Director for review prior to making any final classification determinations.

3. Consultant to finalize class specifications and recommend appropriate classification for each employee, including correction of identified discrepancies between existing and proposed classifications.

4. Consultant to identify career ladders/promotional opportunities as deemed appropriate.

5. Consultant to submit recommendations for appropriate implementation measures that the Human Resources staff should take.

6. Consultant to provide a straightforward, easily understood maintenance system that Human Resources will use to keep the classification system current and equitable. The classification system should be delivered in an electronic medium. Maintenance should include recommended activities and the process we would use to review the classification of individual jobs as needed.

7. Consultant to conduct a comprehensive training program for Human Resources staff to ensure that the team can explain and administer the new system in the future. The training program should be spelled out in the proposal.
