About this opportunity

The Village of Schaumburg, Illinois is requesting proposals for replacement of parking kiosks at the Schaumburg Metra Station north parking lot (2000 S. Springinsguth Road) under RFP 2026-RFP-050, with proposals due August 7, 2026 at 4:00 p.m. CDT via the Village's OpenGov e-Procurement portal.

The scope calls for a fully functioning, updated multi-space parking kiosk system to replace four existing units with two new kiosks, including removal and pavement restoration. The system must be compatible with the Village's existing Cale WebOffice platform and Vigilant enforcement system. Kiosks must accept bills, coins, and credit cards; print and email receipts; support contactless and tap-to-pay options; integrate with pay-by-phone and LPR enforcement systems; and transfer real-time parking transaction data to enforcement units in under 45 seconds. All software programming, hardware installation, acceptance testing, and PCI compliance verification must be completed prior to project acceptance. The vendor must guarantee modem support and functionality for 10 years, provide no upgrade fees for software and hardware during the agreement term, ensure parts availability for 10 years, and provide software bug fixes at no charge for the system's life.

Evaluation criteria are weighted as follows: Proposed Equipment (40%), Cost (20%), Project Approach (20%), Project References (10%), and Project Timeline (10%). The cost proposal must include itemized pricing for cost per kiosk, installation, removal and pavement restoration, WebOffice Central Management System costs, monthly service and maintenance fees, per-transaction charges if any, and training costs. A one-year warranty covering all service, parts, and maintenance is required. A financial penalty of $50 per day per kiosk applies for operational interference due to failed data communication or equipment failure.

The contractor must furnish 100% performance and labor/material payment bonds (or a letter of credit for awards under $100,000), maintain comprehensive general liability insurance of $1 million per occurrence/$2 million policy limit, automobile liability of $1 million combined single limit, workers' compensation, and umbrella coverage of $2 million. Prevailing wage requirements apply under Illinois law. Questions are due July 31, 2026 at 4:00 p.m.
