About this opportunity
The City of Kissimmee is conducting a Request for Information (RFI) to identify a not-for-profit agency capable of serving as a Community Land Trust (CLT) to address affordable housing challenges for lower-income households. This procurement seeks an experienced organization to develop and preserve affordable housing through a strategic partnership with the city. The CLT will initially focus on single-family housing for sale, with potential expansion to multifamily and rental properties. The City anticipates making approximately four city-owned vacant lots available initially, with potential for additional parcels. Key deliverables include developing legal and operational frameworks for the CLT, demonstrating capacity for housing development and stewardship across single and multifamily properties. Evaluation criteria will emphasize the proposing organization's experience, track record, and ability to manage affordable housing initiatives. The RFI submission deadline is set for December 17, 2025, at 2:00 PM EST, with a formal Request for Proposals expected in January or February 2026, and final selection anticipated by early January 2026.
The procurement is open to not-for-profit agencies with specific expertise in community land trust development, with no explicit set-aside designations mentioned. Two organizations have already submitted responses: ALMHHI from Bushnell, Florida, and Bright Community Trust from Port Richey, Florida. Funding for the CLT will be sourced from multiple channels, including the City's State Housing Initiatives Partnership (SHIP), HOME, and Community Development Block Grant (CDBG) funds, which can support new construction, purchase assistance, and land acquisition. Additional funding may be available from the County. While specific budget ranges are not explicitly stated, the initiative involves leveraging existing city-owned properties and multiple funding streams to support affordable housing development. Multiple city departments, including Housing, Planning, Permitting, and Community Development, will be involved in the decision-making process. The project stems from a recommendation by the Affordable Housing Advisory Committee and consultation with the Florida Housing Coalition, indicating a collaborative approach to addressing housing affordability in the Kissimmee community.
