About this file

This is Addendum No. 1 to a Request for Information (RFI) issued by the City of Kissimmee, Florida, regarding selection of a not-for-profit Community Land Trust (CLT) agency to partner with the city in addressing affordable housing for lower-income households. The addendum provides clarifications and corrections to the original RFI based on thirteen questions submitted by prospective proposers. The City's initial focus is on single-family housing for sale, with plans to expand to multifamily and rental housing if opportunities arise. The City anticipates making available approximately four remaining city-owned vacant lots initially, with additional parcels potentially available depending on when the initiative is formally adopted, and existing properties listed in the City's inventory may also be transferred to the CLT. The RFI submission deadline has been extended to Wednesday, December 17, 2025, at 2:00 PM. Following the RFI responses, the City plans to issue a formal Request for Proposals in January or February 2026, with selection expected by the end of 2025 or early January 2026.

Funding for CLT development will derive from multiple sources, including the City's SHIP (State Housing Initiatives Partnership), HOME, and CDBG (Community Development Block Grant) funds, which can support new construction, purchase assistance, and land acquisition, with potential additional funding from the County. The City's decision-making criteria will emphasize demonstrated experience, capacity, and track record in CLT development and stewardship across single and multifamily properties for both sale and rental. Multiple City departments including Housing, Planning, Permitting, and Community Development will be involved in the CLT decision-making and planning process. Resident and stakeholder engagement expectations are still to be determined. Proposers must acknowledge receipt of this addendum by completing the applicable section in the RFQ and submitting it with their proposal.

December 5, 2025 Addendum No.1

Project: RFI Community Land Trust Not-For-Profit-Agency

TO ALL PROPOSERS:

The following items are clarifications, corrections, additions, deletions and / or revisions, which shall take precedence over the original documents.

Question 1: Does the City want to do single and multifamily?

Answer: Our interest is to start with single family and then branch out to multifamily, if the opportunity presents itself.

Question 2: For sale and for rent?

Answer: We are interested in for sale housing but interested into branching out to rental housing at a later time, if the opportunity presents itself.

Question 3: Or at least be open to these options over time?

Answer: Yes

Question 4: How much land, including vacant single-family parcels and larger parcels, does the city anticipate making available for CLT development, initially and over time?

Answer: The city owned vacant lots policy includes the donation of lots to a CLT. Right now, we have 4 remaining lots on the list. The total amount of available lots will depend on when this initiative gets adopted.

Question 5: Are there existing properties that's the City wants to put into the CLT?

Answer: Yes, those listed on the City’s inventory list (Resolution 17-2023).

Question 6: What kinds of funding can the City commit to CLT housing development?

Community engagement? Stewardship? From its own funds, and what it may be able to with the County, etc. to attract?

Answer: It depends. The City receives SHIP, HOME and CDBG funds. New construction/purchase assistance are an eligible cost under the program. CDBG funds may be used for land acquisition. Plan amendments may be required to implement;

but the activities are certainly eligible under the funding programs.

Question 7: What are the City's decision-making criteria? Demonstrated experience with CLT development and stewardship? Homeownership and rentals, single and multifamily?

Answer: Experience, capacity and track record will definitely be part of the criteria. That will be developed once we do the RFP.

Question 8: What City departments will the City involve in its CLT decision and planning?

Housing? Planning? Permitting? Community development? Should use actual City departments for this.

Answer: All of those mentioned will have some type of involvement.

Question 9: What is the role of the Florida CLT Institute if you select an established, experienced CLT?

Answer: It depends; we will have to discuss further.

Question 10: What are your expectations for resident and stakeholder engagement?

Answer: TBD – To be Determined

Question 11: What are the next steps in this process?

Answer: The plan is to issue an RFP based on the responses to this Request for Letters of

Intent.

Question 12: When will the RFP be released?

Answer: January/February 2026

Question 13: What is your estimated timeline for selection?

Answer: End of this year or first part of January depends on the number of responses.
