About this opportunity

Multnomah County Health Department is requesting intermediate proposals for Community Fish Advisory Outreach and Education services targeting the Lower Willamette River and Columbia Slough, with proposals due September 8, 2026 at 4:00 PM PDT. The County intends to award three vendors—the central competitive dynamic—with each receiving up to $30,000 ($25,000 for Lower Willamette River work and $5,000 for Columbia Slough work), totaling $90,000 in contract value across all awardees.

Proposers must be legal entities currently registered to do business in Oregon. The scope focuses on culturally specific outreach and education to Refugee, Immigrant, and Migrant (RIM) communities, subsistence fishers, and families with children regarding consumption safety of freshwater fish species. Required deliverables include a January-December 2027 workplan by January 31, 2027; a minimum of four culturally specific outreach events; engagement of at least 300 unique community participants with 75 percent from priority populations; provision of childcare and food at all core events; translation of materials into primary target languages; distribution of a minimum 500 physical fish advisory materials; and submission of mid-term and year-end data packages by July 15 and December 31, 2027.

Evaluation is weighted 75 percent on programmatic qualifications (organizational background, community connections, Traditional Health Worker experience, administrative capacity, multilingual service capabilities) and 25 percent on responsible business practices including environmental considerations, workforce diversity, and economic equity impacts. The contract term is one year with an option for one additional one-year renewal, and all contracts terminate five years from initial execution.

The County is funded through EPA institutional controls funding for Portland Harbor Superfund cleanup (Lower Willamette River work) and Oregon Department of Environmental Quality and Port of Portland support (Columbia Slough work). Proposers must meet specified Workers' Compensation, Commercial General Liability ($1 million per occurrence / $2 million aggregate), Professional Liability ($1 million per occurrence / $2 million aggregate), and Commercial Automobile Liability ($1 million per occurrence) insurance requirements, and sign a HIPAA Business Associate Agreement if handling Protected Health Information. Contractors exceeding $75,000 must obtain EEO certification. Proposals require a Budget Plan Sheet (maximum three pages) submitted through Multnomah County Marketplace; portal access requests must be submitted at least 14 days prior to the September 8 deadline. No pre-proposal conference is scheduled.
