About this file
This is a Request for Intermediate Proposals (RIP) issued by Multnomah County Health Department to solicit vendors for community-based fish advisory outreach and education services. The County seeks to partner with organizations to disseminate information about the safety of consuming freshwater fish from the Lower Willamette River and Columbia Slough, with particular focus on engaging Refugee, Immigrant, and Migrant (RIM) communities, subsistence fishers, and families with children. The proposal period opens August 18, 2026 at 8:00 AM PDT and closes September 8, 2026 at 4:00 PM PDT. The County intends to award three vendors based on highest scores, with each receiving up to $30,000 ($25,000 for Lower Willamette River work and $5,000 for Columbia Slough work), for a total contract value of $90,000. The contract term is one year, with an option for one additional one-year renewal period, and all contracts shall terminate five years from initial execution. There will be no pre-proposal conference. Proposers must submit a Budget Plan Sheet (Attachment A, maximum three pages) and respond to evaluation questions addressing organizational background, community connections, Traditional Health Worker experience, administrative capacity, multilingual service capabilities, and responsible business practices including environmental considerations, workforce diversity, and economic equity impacts.
The County will fund this work through EPA funding for institutional controls related to Superfund cleanup efforts at Portland Harbor (Lower Willamette River) and through support from the Oregon Department of Environmental Quality and Port of Portland for Columbia Slough outreach. Proposers must be legal entities currently registered to do business in Oregon and must meet insurance requirements detailed in the contract exhibits. Evaluation will be based 75 percent on programmatic qualifications and 25 percent on responsible business practices. Performance measures include completing a January-December 2027 workplan by January 31, 2027, conducting a minimum of four culturally specific outreach events, engaging at least 300 unique community participants with 75 percent from priority populations, providing childcare and food at all core events, translating materials into primary target languages, distributing minimum 500 physical fish advisory materials, and submitting mid-term and year-end data packages to the County evaluator by July 15 and December 31, 2027 respectively. Proposers must access the Multnomah County Marketplace Supplier Portal and should submit portal access requests at least 14 days prior to proposal submission deadline.

SERVICE DESCRIPTION, FUNDING AND CONTRACTING INFORMATION
PURPOSE AND OVERVIEW
Multnomah County wants to get the word out that some local freshwater fish are healthier to eat than others. We are looking for people interested in talking with their community about fishing and eating fish from the Lower Willamette River (LWR) from the Sellwood Bridge to where it meets the Columbia River and fish from the Columbia Slough from Blue and Fairview Lakes to Kelley Point Park.[Maps Attached in the Buyers Attachment section labeled as Attachment B & C] There is the opportunity to participate in workshops and create community-centered materials related to the LWR Fish Advisory and the Columbia Slough Fish Advisory.
We will be looking for these components:
• Community fishes/eat fish from the Lower Willamette River and Columbia Slough
• Community has limited access to the fish advisories
• Community disproportionately impacted by environmental hazards
• Community trusts and has long-standing relationships with organizations submitting their proposal on these RIP.
• Integration of Traditional Health Workers in outreach
Information about the fish advisories:
Description https://solutions.sciquest.com/apps/Router/SupplierLogin?CustOrg=Multnomah
The updated Lower Willamette River (LWR) fish advisory was issued April 11, 2018 from the Oregon Health Authority. It informs the public of which fish/shellfish to eat and which to avoid or be careful about eating.
More information about the LWR fish advisory can be found at: www.oregon.gov/lwfish
The Columbia Slough fish advisory was updated in 2022 and more information can be found at:
www.portland.gov/bes/protecting-rivers-streams/columbia-slough-fish-advisory
Background: This project focuses on two separate local waterways:
The Lower Willamette River's Portland Harbor area is contaminated with harmful substances like dioxins, heavy metals, and polychlorinated-biphenyls (PCBs). This pollution poses significant health and environmental risks, which requires cleanup under the United States’ Superfund legislation.
Under the Superfund program, companies responsible for pollution must help pay for cleanup. These companies, known as 'Potentially Responsible Parties' (PRPs), include current or past owners, operators, and those who handled toxic waste. In Portland Harbor, over 150 PRPs—mostly from past industries like shipping, pesticide, and lumber—are funding the cleanup.
The Columbia Slough is also contaminated with chemicals left behind by years of past farming and industrial activity. The Oregon Department of Environmental Quality (DEQ) is overseeing the cleanup, working with the City of Portland to reduce pollution and improve the waterway's health.
Because of health risks from eating non-migratory fish, there are official warnings for both the Lower Willamette River and the Columbia Slough. Multnomah County uses EPA funding for "institutional controls"— non-technical steps like education and outreach—to help protect people from contaminated fish in the Lower Willamette River. Additionally, the DEQ and the Port of Portland support these efforts to share fish safety information for the Columbia Slough with the affected communities.
SCOPE OF WORK
The Multnomah County Health Department (MCHD), Public Health Division, Environmental Health Services Program, seeks to establish a mechanism to position those who work with impacted communities, including Refugee, Immigrant, Migrant (RIM) Communities, subsistence fishers, parents, and children to conduct community-based health outreach and engagement in the following activities.
