About this opportunity

Boulder County Housing Department is seeking Solicitation of Qualifications from qualified contractors to provide mobile home replacement services under the Community Development Block Grant – Disaster Recovery (CDBG-DR) Mobile Home Replacement Program, with SOQs due July 27, 2026. The County intends to establish a pre-qualified pool of vetted contractors for future project assignments rather than conduct individual competitive procurements; selected contractors will bid on specific mobile home replacement projects as eligible homeowners and sites are identified.

The scope encompasses pre-construction services (site visits, feasibility assessments, environmental inspections, permit coordination), site preparation (demolition, grading, foundation installation), mobile home installation and utility connections, and project closeout (inspections and warranty documentation). Individual projects are estimated to span six to nine months. Contractors must hold all required Colorado contractor licenses, manufactured home installation certifications where applicable, and active SAM.gov registration with a valid Unique Entity Identifier. Experience serving as general contractors on residential construction projects, coordinating utility connections, managing subcontractors, and experience on federally funded projects are required; preference is given to those with demonstrated capability in energy-efficient and resilient construction practices.

Contractors must obtain and maintain comprehensive insurance: Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Workers' Compensation at statutory limits with Employer's Liability ($100,000 per accident / $500,000 disease limit), Professional Liability ($1,000,000 per loss and aggregate), and Pollution Liability ($1,000,000 per occurrence and aggregate). Boulder County, homeowners, and land owners must be named as additional insureds. Contractors are responsible for all deductibles, and policies must include waiver of subrogation.

The program is funded through HUD's Community Development Block Grant – Disaster Recovery program and administered by the Colorado Department of Local Affairs (DOLA), with Boulder County as the managing entity. Contractors must comply with all CDBG-DR federal requirements including Section 3 employment provisions, Equal Employment Opportunity, Fair Housing Act, ADA, and Davis-Bacon prevailing wage standards if applicable. Compensation is issued monthly based on work completed. Evaluation will be conducted on a 100-point scale assessing relevant experience, organizational capacity, key personnel qualifications, federal compliance understanding, geographic service ability, references, and commitment to resilient construction practices. Questions should be directed to procurement@bouldercounty.gov.
