About this file
This is a Solicitation of Qualifications (SOQ) document issued by Boulder County Housing Department in Colorado to establish a short-list arrangement of qualified contractors for mobile home replacement services under the Community Development Block Grant – Disaster Recovery (CDBG-DR) Mobile Home Replacement Program. The program aims to assist eligible low- and moderate-income households in replacing mobile homes damaged by the December 30, 2021 high wind event, while improving safety, resilience, and habitability of housing units. The County intends to create a vetted pool of qualified contractors with demonstrated experience and capacity to execute mobile home replacement projects. The solicitation seeks to identify contractors capable of managing multiple replacement projects as part of the disaster recovery initiative.
Funding for this program is provided through the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant – Disaster Recovery (CDBG-DR) Program, administered by the Colorado Department of Local Affairs (DOLA) and managed by Boulder County. The short-list arrangement format allows the County to pre-qualify contractors for future project assignments rather than conducting individual competitive procurements for each replacement. Interested contractors should direct questions to procurement@bouldercounty.gov and review the County's submittal instructions and ADA/Equal Opportunity Notice for specific application requirements and compliance obligations.

Short-List Arrangement
This solicitation for qualifications seeks to create a “short list” of vendors under contract with the County; however, it does not guarantee work.
Vendors will be selected on a project-by-project basis. For projects less than $10,000, the County may assign work to any vendor on the shortlist based on project needs. For projects $10,000 and greater, the County will reach out to all vendors under contract on the short list and provide a deadline for vendors to provide a quote. The County will select a vendor based on the quotes timely provided.
Paragraph 2 of the contract template contains the specific language that contractor will agree to with respect to this “Short list” arrangement.
