About this file

This is a Federal Certification and Restrictions on Lobbying document required for the Boulder County Housing Department's Community Development Block Grant – Disaster Recovery (CDBG-DR) Mobile Home Replacement Program in Colorado. The certification must be completed by an authorized representative of any contractor bidding on this solicitation of qualifications. The program seeks qualified contractors to provide mobile home replacement services for eligible households whose mobile homes were damaged by a high wind event on December 30, 2021. The County intends to establish a pool of qualified, vetted contractors with demonstrated experience and capacity to complete mobile home replacement projects that improve safety, resilience, and habitability of housing units serving low- and moderate-income households.

The certification document requires bidders to certify that no federal appropriated funds have been or will be paid to influence federal agency officers, Members of Congress, or congressional employees in connection with the award of the federal contract. Bidders must disclose any non-federal funds used for lobbying purposes by submitting Standard Form LLL in accordance with instructions. The certification must be included in all subaward documents at all tiers, with all subrecipients required to certify and disclose accordingly. Failure to file the required certification subjects a person to civil penalties ranging from $10,000 to $100,000 for each failure, as mandated by 31 U.S.C. § 1352. Funding for the program is provided through the U.S. Department of Housing and Urban Development's Community Development Block Grant – Disaster Recovery Program and is administered by the Colorado Department of Local Affairs and managed by Boulder County.
