About this file
This is a Solicitation of Qualifications (SOQ) issued by the Boulder County Housing Department in Colorado for qualified contractors to provide mobile home replacement services under the Community Development Block Grant – Disaster Recovery (CDBG-DR) Mobile Home Replacement Program. The solicitation seeks to establish a pre-qualified pool of contractors with demonstrated experience and capacity to complete mobile home replacement projects for eligible households whose mobile homes were damaged by a high wind event on December 30, 2021. Services requested include pre-construction services such as site visits, feasibility assessments, environmental inspections, and permit coordination; site preparation including demolition, grading, and foundation installation; mobile home installation and utility connections; and project closeout including inspections and warranty documentation. The estimated duration for each individual project is six to nine months. No specific response or due dates are stated in the document. The County intends to invite qualified contractors to submit project-specific bids once eligible homeowners and sites are identified, with final contractor selection based on best value and alignment with project needs.
Contractor qualifications must include experience installing or replacing manufactured homes, serving as general contractors on residential construction projects, coordinating utility connections, and managing subcontractors, with preference given to those with experience on federally funded projects. Contractors must maintain all required Colorado contractor licenses, manufactured home installation certifications where applicable, active SAM.gov registration with a valid Unique Entity Identifier, and insurance meeting County requirements. Compensation will be issued monthly based on work completed. Contractors must comply with all CDBG-DR federal requirements including Section 3 employment provisions, Equal Employment Opportunity, Fair Housing Act, ADA, and Davis-Bacon prevailing wage standards if applicable. Funding is provided through the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant – Disaster Recovery Program and administered by the Colorado Department of Local Affairs (DOLA). Homeowner-selected upgrades or costs exceeding the approved program budget are the responsibility of the homeowner unless otherwise approved by the County. Contractors will be evaluated on a 100-point scale based on relevant experience, organizational capacity, key personnel qualifications, federal compliance understanding, geographic service ability, references, and commitment to energy-efficient and resilient construction practices.
