About this opportunity
San Bernardino County Department of Behavioral Health is requesting proposals for Community-Based Recovery Service Centers to provide substance use disorder and recovery services under RFP DBH 26-011, with proposals due September 24, 2026, and a mandatory proposers' conference held September 3, 2026. Nonprofit organizations are required to receive Substance Use Prevention, Treatment & Recovery Services (SUBG) Block Grant funding, which comprises more than 50% of total procurement funding; for-profit organizations may apply for Recovery Center-only services funded through Drug Medi-Cal billable services. A 5% local preference applies to vendors with principal place of business in San Bernardino County that meet specified criteria.
The scope includes establishing and operating recovery centers across four regional service areas (East Valley/San Bernardino Metropolitan Area, West Valley, Central Valley, and Desert/Mountain Region) serving adolescents (ages 12–17) and/or adults (18+). Proposers may offer Recovery Center services only or Recovery Centers combined with standalone Drug Medi-Cal Organized Delivery System (DMC-ODS) services including care coordination, recovery services, medications for addiction treatment, and certified peer support services. Recovery Center services are not Drug Medi-Cal billable; standalone services are reimbursed at DBH Fee-For-Service rates. Facilities must be ADA-compliant, accessible to the community, and operational within three to six months of contract award. Proposers must hold current Medi-Cal certification or demonstrate ability to obtain Drug Medi-Cal–ODS and AOD certification from DHCS, maintain no record of unsatisfactory performance with any government agency in the preceding 24 months, and submit three audited financial statements or unaudited statements if audited statements are unavailable (most recent within 18 months of submission). Indirect administrative costs cannot exceed 15% of modified total direct costs unless a federally negotiated rate applies.
The total available funding is $12,028,534 over the five-year contract term (January 1, 2027 through December 31, 2031), equating to an annual contract value of $2,405,706.80. The County retains discretion to award contracts to one or more proposers without limiting awards to a single provider per region. Proposals are evaluated on best-value basis: 65% weight on program component and 35% weight on fiscal component. Questions are due by noon September 10, 2026; answers will be posted by September 17, 2026.
