About this file

This is a Proposers' Conference presentation document for San Bernardino County Department of Behavioral Health (DBH) RFP DBH 26-011, which solicits proposals for Substance Use Disorder and Recovery Services through Community-Based Recovery Service Centers (CBRCs). The RFP seeks proposals from qualified organizations to establish and operate recovery centers that provide supportive, substance-free environments and recovery-focused services to individuals with substance use disorders. Proposers may select between two service options: Recovery Center Services Only (requiring Drug Medi-Cal certification) or Recovery Center and Standalone Services under Drug Medi-Cal Opioid Data System (DMC-ODS), which requires Drug Medi-Cal certification. Services may target adults, youth, or both populations and must include components such as self-help groups, life skills training, family support, vocational opportunities, and peer support services. The proposers' conference was held on Thursday, September 3, 2026. Questions must be submitted by noon on Thursday, September 10, 2026, with responses to be posted by Thursday, September 17, 2026. Proposal submissions are due by 4:00 p.m. local time on Thursday, September 24, 2026, via either electronic submission through the ePro system or hard copy delivery to DBH Administration at 550 Hospitality Lane, San Bernardino, California. The contract term is five years, running from January 1, 2027, through December 31, 2031.

The annual contract value is $2,405,706.80, with a total contract period value of $12,028,534. Funding sources include Drug Medi-Cal for standalone services such as care coordination and peer support services, and the Substance Use Prevention, Treatment & Recovery Services (SUBG) Federal Block Grant for recovery center services. Proposers must be nonprofit organizations (mandatory for SUBG Block Grant funding), have current or obtainable Medi-Cal certification, have no records of unsatisfactory performance with government agencies in the preceding 24 months, and maintain current registration in the County's eProcurement Network (ePro). Proposers must submit three recent audited financial statements or unaudited statements with appropriate coverage, maintain indirect administrative costs not exceeding 15 percent of modified total direct costs unless holding a federally negotiated rate, and comply with single audit requirements if expending $1,000,000 or more in federal funds annually. Proposals will be evaluated on a best-value basis with 65 percent weight on program component and 35 percent weight on fiscal component. The San Bernardino County Board of Supervisors has final approval authority over all contract awards. Required insurance includes workers' compensation, general liability, automobile liability, professional liability, and abuse/molestation coverage with specified limits.
