About this opportunity
The Texas Facilities Commission (TFC) has issued a Request for Qualifications (RFQ) for professional commissioning services for the Texas State Library and Archives Commission (TSLAC) Archives and Records Center project located in Pflugerville, Texas. The procurement seeks a Commissioning Agent (CxA) to provide whole building commissioning services across all project phases, including design development through warranty, with a focus on electrical, mechanical, and building envelope systems. The comprehensive services will support the construction of a 260,000 gross square foot office and warehouse facility that will consolidate TSLAC's Records, Archives, and Talking Book Program components. Evaluation criteria for the contract include Relevant Experience and Qualifications (60 points), Proposed Methodology (30 points), and Quality Assurance/Quality Control (10 points). The solicitation was posted on April 7, 2025, with qualifications submissions due by May 6, 2025 at 3:00 p.m. Two mandatory pre-submittal teleconferences are scheduled for April 22 and 23, 2025, with potential interviews to be conducted on May 27, 2025.
The contract includes a Historically Underutilized Business (HUB) Subcontracting Plan with a 26.0% HUB utilization goal for services contracts. Selected vendors must provide professional liability insurance of at least $1,000,000 and be prepared to execute a professional services contract. The total project construction cost is estimated at $162,000,000, with a contract term of 742 calendar days. The facility will be built on a 15.8-acre condominium lot and will include specialized storage areas, digitization labs, recording studios, and secure access points. Compensation for the commissioning services will be structured across project phases: 20% paid at design development, 35% at construction documents, 88% at substantial completion, and 100% after the warranty phase. The Texas Facilities Commission reserves the right to award the contract to the most qualified respondent and may cancel the solicitation without making an award, with funding contingent upon continued availability of state funds.
