About this opportunity
The State of Nevada Purchasing Division, on behalf of the Department of Education, Student Investment Division, is seeking proposals from qualified vendors to provide a support role/function for the Commission on School Funding (CSF) under NRS 387.1246(8) as amended by AB400. The scope of work includes providing the CSF with meeting rooms, data processing services, administrative and clerical assistance, and undertaking any research, analysis, study or other work required by the CSF. The selected vendor must review and revise previous reports, develop scenarios to test the impact of changes to property tax abatements and depreciation, identify and review sales tax revenue foregone due to exemptions, and assist the CSF in identifying optimal funding approaches and other revenue streams. The vendor must provide detailed reporting, presentation, and support services, and all deliverables become the property of the State. Evaluation criteria include demonstrated competence, experience in comparable engagements, conformance with the RFP terms, expertise and availability of key personnel, and cost.
The State applies a 5% preference for Nevada-based businesses and an inverse preference for vendors with a principal place of business in a state that applies an in-state preference not afforded to Nevada-based vendors. No details are provided on any set-asides, incumbent contractors, funding sources, or award amounts. The contract term is four years, subject to Board of Examiners approval, with an estimated start date of June 11, 2024. Vendors must be properly licensed to do business in Nevada and demonstrate their capabilities through a proposal that remains valid for at least 180 days.
