About this opportunity
The Illinois Military Academy at Camp Lincoln in Springfield is requesting bids for two commercial washers and two commercial dryers, with proposals due July 7, 2026.
Vendors must satisfy the State of Illinois Standard Certifications (Version 26.2), a comprehensive 34-requirement compliance framework covering debarment and suspension status, criminal history, business registration, collective bargaining obligations, environmental compliance, drug-free workplace standards, equal employment opportunity, forced and child labor prohibitions, cybersecurity compliance, political contribution restrictions, state tax and debt non-delinquency, revolving-door provisions, bid-rigging conviction history, and Illinois Information Technology Accessibility Act Standards for technology-related deliverables. False certifications expose vendors to contract voidance, suspension, debarment, denial of payment, civil fines, and criminal penalties under the Illinois False Claims Act. Recertification is required by January 1 of each subsequent fiscal year for contracts exceeding one year in initial or renewal terms. Subcontractors must comply with all Standard Certifications.
The Statement of Work establishes detailed technical and functional specifications for the washers and dryers, including performance requirements and operational capacity standards necessary to support the academy's laundry operations. Vendors must ensure proposed equipment aligns with all enumerated specifications to be deemed responsive.
The State of Illinois Standard Terms and Conditions (Version 23.2) govern contract administration, including payment under the State Prompt Payment Act, prevailing wage compliance where applicable, invoicing deadline of July 31 for services through June 30, three-year record retention (five years if federal funds are used), and mandatory insurance coverage of $1,000,000 general commercial liability and worker's compensation as required by law. The state retains ownership of all work product, reserves the right to conduct background checks, and may terminate for cause with written notice or for convenience with thirty days' notice. The vendor must provide warranties on all supplies for a minimum of twelve months.
