About this opportunity

The City of Lubbock, Texas is requesting proposals for multiple on-call commercial trades and repair services and commercial specialty services contracts under RFP 26-19925-SR, with proposals due October 20, 2026 by 2:00 p.m., a pre-proposal meeting scheduled October 8 via Zoom, and a five-calendar-day written-question deadline prior to proposal closing.

Commercial Trades & Repair Services encompass fence repairs, electrical services, plumbing services, doors and hardware repairs and replacements, and HVAC repairs, maintenance, and minor installations. Commercial Specialty Services cover flooring installation and repair, window coverings installation and repair, parking lot striping and sweeping, and cameras and access control systems installation and maintenance. Vendors must provide itemized pricing including hourly labor rates for regular, after-hours/holiday, and emergency services; materials mark-up percentages; and unit pricing where applicable. All vendors must hold appropriate state licenses and certifications as required by law, and subcontractors require City approval prior to performing work.

The City intends to establish multiple contracts and does not guarantee any specific volume or minimum compensation. The initial contract term is one year with options for four additional one-year renewals, subject to vendor performance, funding availability, and City approval. The City reserves the right to award multiple vendors per category or terminate contracts with 30 days' written notice. Prices are guaranteed for six months upon City approval, with potential adjustments thereafter based on Consumer Price Index or Product Price Index changes.

Evaluation weighs vendor qualifications and experience (30 points), technical approach and service delivery (25 points), past performance and references (20 points), pricing structure (20 points), and local presence and availability (5 points). Vendors must provide proof of Commercial General Liability ($1 million per occurrence / $2 million aggregate), Workers' Compensation (statutory limits), and Automobile Liability ($1 million combined single limit), with the City named as additional insured and waiver of subrogation required. Proposals may be submitted electronically through the Bonfire portal or in hard copy to the Director of Purchasing and Contract Management.
