About this opportunity
The State of Michigan, through the Michigan Department of Technology, Management and Budget (DTMB) Central Procurement Services on behalf of the Michigan Truck Safety Commission (MTSC), is soliciting proposals for a Commercial Motor Vehicle (CMV) Safety Training and Education Program under RFP 260000001604. The procurement seeks a contractor to develop, organize, manage, and direct a comprehensive statewide CMV safety training and education initiative that must train a minimum of 5,000 individuals annually through multiple delivery methods including on-site classroom instruction, online modules, practical simulator-based training, conference presentations, and seminars. Required curriculum topics must encompass hazard perception, hours of service, cargo securement, electronic logging devices, defensive driving, fatigued driving, emergency maneuvers, and distracted driving, with all materials meeting Americans with Disabilities Act (ADA) digital accessibility standards. The contractor must conduct statewide public information and educational outreach campaigns targeting CMV drivers, trucking groups, and private carriers, maintain comprehensive data collection and participant records, submit detailed annual training and budget proposals, and provide monthly progress and financial reports due by the 20th of each month. The contract period runs from October 1, 2026, through September 30, 2031, with options for up to three additional one-year renewal periods at the State's discretion, and is structured as a cost-reimbursement contract with firm pricing for the entire duration. Proposals must be submitted electronically through www.michigan.gov/SIGMAVSS no later than 1:55 p.m. Eastern on Monday, May 4, 2026, with written questions due by 3:00 p.m. Eastern on Friday, April 10, 2026, and answers posted by 4:00 p.m. Eastern on Friday, April 17, 2026. Evaluation will be conducted on a 100-point technical scoring system weighted as follows: Product Quality (35 points), Service Capabilities (20 points), additional Statement of Work sections (15 points), and Vendor Questions Worksheet (30 points), with proposals achieving 80 or more technical points advancing to pricing evaluation.
No specific set-aside designations for disadvantaged businesses are mandated; however, if subcontractors perform more than 20 percent of deliverables, at least 20 percent of subcontracted work must be awarded to Michigan-based Geographically Disadvantaged Business Enterprises (GDBE). The State will consider factors including fair market value, prior performance with the State, service-disabled veteran-owned business (SDVOB) status under MCL 18.1261(8), total cost of ownership, and overall economic impact including principal place of performance and Michigan employment considerations. Funding for this contract is contingent upon the availability of restricted truck safety funds established under Michigan Public Act 348 of 1988 and is limited exclusively to these state-restricted funds; no budget range is specified in the procurement documents. The contract is subject to standard State of Michigan terms and conditions, including a one percent administrative fee on payments made by MiDEAL members and other states, mandatory insurance coverage with a $1,000,000 per occurrence commercial general liability minimum, and submission of annual insurance certificates within 10 business days of contract execution. Performance penalties include liquidated damages of $5,000 plus $100 per day for late or improper contract completion, and monthly reporting non-compliance results in service credits of $100 for the first five occurrences and $500 for subsequent occurrences per calendar year. All proposals are binding for 180 calendar days from submission and become public record upon receipt, subject to Michigan's Freedom of Information Act.
