About this opportunity
The County of Orange, Sheriff-Coroner Department is seeking competitive bids for Commercial Lighting Services across approximately 33 county facilities, including sheriff stations, communications sites, detention facilities, and administrative buildings. The electronic bid solicitation requires vendors to provide comprehensive lighting maintenance, repairs, and replacement services with 24/7 emergency response capabilities. Bidders must commit to responding within one hour of an emergency call and being on-site within eight hours. The service scope encompasses inspection, testing, maintenance, monitoring, calibration, replacement, retrofitting, repair, and documentation of interior and exterior lighting systems, fixtures, sensors, equipment, and controllers. Hourly labor rates will be evaluated across multiple categories including general labor, electricians, energy consultants, and lighting controls specialists. The bid must be electronically submitted by July 23, 2025, at 4:00 pm through the county's online procurement portal. Evaluation criteria will likely include technical capabilities, response times, labor rates, and compliance with Title 24 energy efficiency standards.
The procurement includes specific set-aside designations and preferences for Small Businesses certified by the California Department of General Services, with additional preference points for Local Small Businesses (OCLSB) and Disabled Veteran Business Enterprises (DVBE). Bidders must maintain principal operations within Orange County and undergo background checks, with strict requirements for appropriate licensing and compliance with safety and security protocols, particularly when working at sensitive facilities like detention centers. Contractors must provide comprehensive safety documentation and warrant all labor and materials for a minimum of one year. While the total contract value is not explicitly stated, the model contract indicates an initial three-year term from April 3, 2025, through April 2, 2028, with potential two-year renewal options. Material costs will be reimbursed at invoice cost plus a negotiated markup percentage, and the County reserves the right to independently purchase repair parts. The contract structure allows for flexible compensation based on hourly rates across different service periods and labor categories.
