About this opportunity
Connecticut Department of Administrative Services is requesting bids on commercial kitchen repair and preventative maintenance services at state agency and Department of Correction facilities throughout Connecticut under ITB 26PSX0157, with bids due October 7, 2026 at 2:00 p.m. EDT and vendor questions due September 18, 2026 at 2:00 p.m. EDT. Respondents qualify for price preferences of up to ten percent for micro businesses (gross revenues not exceeding $3,000,000) or fifteen percent for veteran-owned micro businesses, contingent upon submission of appropriate documentation prior to bid opening.
The scope encompasses inspection, diagnostic, repair, and preventive maintenance services for commercial kitchen equipment at client agency sites and DOC facilities across Fairfield, Hartford, Litchfield, Middlesex, New Haven, New London, Tolland, and Windham counties. Contractors may bid on Client Agency services, DOC services, or both. The price schedule requires separate hourly rates for four technician categories (Refrigeration Technician, Cooking Equipment Technician, Warewashing Technician, and Food Preparation Equipment Technician) across three service levels (normal hours, after-hours, and weekends/holidays), plus per-equipment, per-visit preventative maintenance pricing at annual, semiannual, and quarterly frequencies. Parts markup may not exceed fifteen percent for four equipment categories. An equipment inventory file identifying specific brands present at state facilities is provided as a reference document.
Contract pricing is firm for twelve months. After the first year, contractors may request annual price adjustments during a thirty-day window preceding each anniversary, limited to the percentage change in the U.S. Bureau of Labor Statistics Producer Price Index for Commercial Machinery Repair and Maintenance (NAICS 811310). DAS Procurement retains sole approval authority and reserves the right to negotiate or reject adjustment requests.
The contract replaces prior award 23PSX0160 in part or in total. Contractors must comply with Connecticut prevailing wage requirements under Connecticut General Statutes 31-57f, extend contract terms to political subdivisions, schools, and not-for-profit organizations, and submit three references, consulting-agreement disclosures, campaign contribution certifications, and debarment/suspension certifications. All responses must be submitted electronically through CTsource; paper, email, telephone, and facsimile submissions are not accepted.
