About this opportunity
Collin County Community College is requesting proposals for commercial driver's license training services on a five-year contract term beginning November 1, 2026, with proposals due September 1, 2026. The vendor must be an active, registered training provider on the Federal Motor Carrier Safety Administration Training Provider Registry and hold Third-Party Skills Testing provider certification with the Texas Department of Public Safety — both are hard capability filters.
The scope is turnkey CDL training including classroom instruction, behind-the-wheel training, range activities, and CDL skills testing. The vendor must provide its own facility located within 75 miles of the College's CHEC Campus in McKinney, Texas; maintain a minimum fleet of at least one manual transmission and one automatic CDL training vehicle with sufficient trailers and equipment; and handle all instructor payment, vehicle fleet maintenance, and facility operations. No subcontracting is permitted. Anticipated enrollment is approximately 15 students per class, with courses offered throughout the year and flexibility to add additional cohorts as needed. The vendor must comply with all FMCSA Entry-Level Driver Training requirements and College policies.
An exclusivity clause prohibits the vendor from operating competing CDL training programs within the Collin County Community College District service area during the contract term and for two years following termination or expiration. Pricing shall remain firm throughout the initial five-year contract term with percentage discounts held consistent throughout the entire agreement.
Questions are due August 27, 2026, at 3:00 p.m. Board of Trustees presentation is anticipated September 22, 2026, with award notification to follow approval.
