About this opportunity

Collin County Community College District is issuing a Request for Proposal (RFP) to procure turnkey Commercial Driver's License (CDL) training services for a five-year contract term beginning September 1, 2026, through August 31, 2031. The primary services solicited include qualified, licensed instructors for classroom and over-the-road driving instruction; on-site license testing approved by TxDOT; vehicle fleet maintenance; job placement support; and full compliance with federal, state, and local regulations and FMCSA Entry Level Driver Training standards. Qualified vendors must demonstrate experience with similar public entity contracts and provide references accordingly. Proposals must be submitted electronically through the District's OpenGov procurement portal by May 19, 2026, at 3:00 p.m., with a questions deadline of May 13, 2026, at 10:00 a.m. Evaluation will be weighted 30 percent on price using a formula based on the lowest bid, with Board presentation anticipated for June 23, 2026, and award notification to follow. Vendors must maintain specified insurance coverage including Workers' Compensation, Commercial General Liability of $250,000 per person/$500,000 per occurrence, and Business Auto Liability, and comply with EDGAR compliance, Davis-Bacon Act prevailing wages where applicable, and cybersecurity training certifications for employees with system access.

No specific set-aside designations for disadvantaged enterprises are mentioned in the available documentation. An exclusivity clause restricts the awarded vendor from operating competing CDL training programs within the Collin County Community College District taxing district service area during the contract term and for two years following expiration or termination. Pricing shall be submitted as a per-student fee, with the District being tax-exempt and requiring that pricing exclude taxes. Vendor pricing must remain consistent during the initial contract term with consistent percentage discounts throughout, though the District reserves the right to consider price redetermination at contract anniversary dates with supporting documentation. No incumbent vendors or current contractors are identified in the available documentation, and no specific award value or budget range has been disclosed.
