About this opportunity
The Missouri Department of Transportation (MoDOT) is requesting bids on Class A or B Commercial Driver License training with no air brake, hitch, or transmission restrictions for MoDOT employees across the state, with bids due February 13, 2025 at 2:00 p.m. Central Time. MoDOT encourages 10% Minority Business Enterprise (MBE) and 5% Women Business Enterprise (WBE) participation and offers service-disabled veteran business preferences.
Bidders may bid on selected line items: Lines 1, 2, 17, and 18 for training delivered at the bidder's location, or Lines 3–16 for training at MoDOT facilities using MoDOT equipment. All training must be delivered in-person in a classroom setting; online delivery is prohibited. The theoretical component is capped at 10 days, but overall training may extend beyond to ensure proficiency under Entry-Level Driver Training (ELDT) standards. Skills testing need not occur within the 10-day theory window. The same instructor must conduct all Behind-the-Wheel, range, and road training with no exceptions. For training at MoDOT locations, pricing must be all-inclusive on a per-participant, fixed-price basis, covering all bidder travel and lodging expenses.
Successful bidders must hold Missouri Department of Higher Education licensure as a truck driver training provider, maintain General Liability insurance of not less than $600,000 per person / $4,000,000 aggregate, Business Automobile Liability of $600,000 / $4,000,000, and Missouri Workers' Compensation coverage with $1,000,000 employer's liability. Trainers must hold a valid Class A CDL and demonstrate two years of commercial motor vehicle driving experience. All bidders must be registered as authorized providers with the Federal Training Provider Registry and comply with E-Verify work authorization requirements. Students will arrive with a Commercial Driver's License Permit already obtained; MoDOT will arrange employment drug testing and physical examinations but not the Department of Transportation physical due to an exemption.
The contract period is one year with four optional one-year renewals at MoDOT's sole discretion. No price increases are permitted during the first six months of the original period or renewal periods. MoDOT does not guarantee contract utilization. Submit bids through MissouriBUYS. Questions are due ten calendar days prior to the bid due date. Service provider selection is based on geographic proximity to participants' home addresses across MoDOT's six districts.
