About this file

This is an Addendum to an Invitation for Bid (IFB) for Commercial Driver's License (CDL) training services issued by the Missouri Department of Transportation (MoDOT). The addendum addresses clarifications regarding line items and training delivery methods. Bidders have the option to bid on selected items only, specifically Items/Lines 1, 2, 17, and 18 where services are provided at the bidder's location, or on Items/Lines 3-16 where training is provided at MoDOT's location using MoDOT's equipment. All training must be provided in-person in a classroom setting in compliance with MoDOT guidelines and cannot be delivered online. The theoretical component is limited to 10 days, though overall training may extend beyond this timeframe to ensure students achieve proficiency in all required skills under Entry-Level Driver Training (ELDT) standards. Skills testing does not need to occur within the 10-day theory window.

Pricing for training delivered at MoDOT locations must be all-inclusive, covering any travel and lodging expenses the bidder incurs, quoted as a per-participant rate. Successful bidders must provide proof of licensure from the Missouri Department of Higher Education (MDHE) to provide truck driver training in Missouri. Students will begin training with a Commercial Driver's License Permit (CDLP) already obtained, and MoDOT will arrange employment drug testing and physical examinations, though not the Department of Transportation physical due to an exemption. Notably, the same instructor must conduct all Behind-the-Wheel (BTW), range, and road training with no exceptions permitted. MoDOT indicated flexibility regarding the overall training timeframe to accommodate instructor availability and student scheduling needs, including the ability to work around instructor paid time off (PTO) days that would not substantially interrupt training continuity.

RESPONSE 8: Yes, proof of license.

4.2 Specific Requirements

4.2.2(5) – Length of Training

QUESTION 9: This time frame (10 Days) is a bit of a challenge if students are trained until they are proficient at all of the required skills required by ELDT.

Does “but is not limited to” mean the training can last for more than 10 days?

RESPONSE 9: 10 days specific to theory, BTW w/ theory can take longer than 10 days.

QUESTION 10: Will the students start class with a CDLP (permit) and passed D.O.T. Drug Screen & Physical, without or with our assistance, if necessary.

RESPONSE 10: Yes on CDLP, MoDOT will have employment drug test performed and physical but not the D.O.T because of exemption.

QUESTION 11: Can the student complete our on-line Theory Class prior to starting class to begin the skills training?

RESPONSE 11: No on-line training.

QUESTION 12: Does taking the CDL Skills test have to fall within those 10 days if the 10 days is truly the max allowed?

RESPONSE 12: No.

QUESTION 13: 4.2.8 – This doesn’t provide for much flexibility and I’m not clear on the objective for creating the limitation. What if instructors specialize in either range or road training?

RESPONSE 13: BTW/Range/Road training is required to be the same trainer.

QUESTION 14: Are there any exceptions?

RESPONSE 14: No.

QUESTION 15: What about PTO’s days that would interrupt the student education temporarily?

RESPONSE 15: Schedule accordingly to avoid PTO days that interrupt training for an extended period.

We are flexible with overall timeframe.
