About this opportunity

The Commonwealth of Virginia Department of General Services is requesting proposals for commercial custodial services across multiple buildings within the Capitol Square Complex in downtown Richmond under RFP #124234, with proposals due October 15, 2026, at 3:00 p.m. EST and a mandatory preproposal conference and site visit on September 24, 2026, at 10:00 a.m. EST (attendance is a prerequisite for bid eligibility). SWaM business participation — specifically DSBSD-certified small, women-owned, and minority-owned businesses serving as prime contractors — is evaluated at 20 points of 100 total and carries the Commonwealth's statewide 42% small-business purchasing goal.

The scope covers approximately 6.45 million square feet of state buildings and over 6,000 parking spaces across 20 facilities within the complex. Services include daily cleaning during business hours (8:00 a.m. to 5:00 p.m.) and after-hours services (5:30 p.m. to 2:00 a.m.), Monday through Friday, excluding state holidays. Performance standards are based on the Association of Physical Plant Administrators "Ordinary Tidiness" Level 2 guidelines with quality-control requirements and deduction penalties of 10–30% of monthly facility costs for repeated deficiencies.

Offerors must have a minimum of three years' experience as prime contractor in commercial/janitorial cleaning and have successfully performed comparable services for at least two years. The initial contract term is two years with potential for three successive one-year renewal options. DGS reserves the right to make multiple awards. Price increases at renewal are limited to the percentage change in the Other Services category of the Consumer Price Index-U for the preceding 12 months.

Evaluation criteria are Qualifications and Experience (20 points), Methodology and Approach (50 points), Price (10 points), and SWaM participation (20 points). All vendors must register in eVA and pay transaction fees of 1% (capped at $500 for DSBSD-certified small businesses or $1,500 for others) per order. Required insurance includes workers' compensation, employer's liability of $100,000, commercial general liability of $1 million per occurrence/$2 million aggregate, and automobile liability of $1 million combined single limit. A Small Business Subcontracting Plan must accompany all proposals. Addendum 1 (dated September 17, 2026) modifies preproposal conference procedures; vendors must acknowledge the addendum prior to the bid due date or attach it to their submission.
