About this opportunity

The County of Orange is seeking proposals for a comprehensive Commercial Card Services program through a fully electronic Request for Proposal (RFP) process. The solicitation, posted on October 2, 2025, with proposals due by November 13, 2025, aims to implement a robust card services solution supporting 22 county departments and over 18,000 employees. The procurement will cover multiple card types including Procurement Cards (P-Cards), Travel Cards, Programmatic Cards, Emergency Cards, and Ghost/Single-Use Accounts. Respondents must be federally regulated financial institutions with a minimum of five years of experience providing commercial card services to government or large commercial clients. The evaluation will be conducted in three phases: written proposal (500 points), presentation/interview/demonstration (400 points), and price proposal (100 points). Key technical requirements include a secure, scalable card management platform with 99.9% availability, integration with ERP systems, fraud prevention capabilities, comprehensive reporting tools, and the ability to enhance auditability and transparency. All questions or requests for interpretations must be submitted by Thursday, October 23, 2025, before 2:00 pm, with proposals to be submitted exclusively through the County's online bidding system.

The RFP does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The proposed contract will have a five-year term, commencing on January 1, 2026, with potential usage by participating governmental entities beyond Orange County. The contractor will be expected to provide a dedicated account manager, support card issuance, conduct program setup and training, and ensure compliance with Payment Card Industry Data Security Standard (PCI DSS). The County will receive a 2% administrative rebate on total sales from subordinate contracts. While specific award values are not directly stated, the comprehensive scope suggests a significant financial opportunity for the selected vendor. The contract includes provisions for various liability options, including corporate liability, joint & several liability, and individual liability for travel or individually billed accounts. The electronic access system must support advanced features such as real-time merchant category code blocking, transaction reconciliation, workflow approvals, and financial system integration.
