About this opportunity

The State of Colorado, Department of Natural Resources, Division of Colorado Parks and Wildlife (CPW), is soliciting competitive proposals for an Engagement Specialist through this Request for Proposals (RFP PMAA 2026_0017). The specialist will develop and implement strategic marketing and communication efforts to increase public awareness, participation, and engagement with CPW programs through multiple outreach channels including radio, television, digital and social media, and live events. Key deliverables include a detailed engagement strategy for July 2026 to June 2027 that identifies monthly activations and target audiences, platform metrics including current follower counts and demographic breakdowns, and comprehensive line-item budget breakdowns. Required qualifications include demonstrated staff experience in outreach, media relations, and event coordination with familiarity with Colorado hunting and angling communities, along with company experience supported by three relevant past project references. Evaluation criteria also encompass overall pricing and value. Proposals must be submitted by May 26, 2026, at 10:00 AM MDT via Colorado Vendor Self Service (VSS) or Google Forms, with a public proposal opening scheduled for 12:00 PM MDT the same day. The evaluation period runs from May 26 to June 5, 2026, with top candidate interviews scheduled for June 10-11, 2026, and an award decision notice expected on June 12, 2026, with a project start date of July 1, 2026.

The initial contract term runs through June 30, 2027, with up to four optional annual renewals at CPW's discretion. The annual project budget is $35,000, with pricing to remain firm through June 30, 2027; beginning July 1, 2027, annual rate adjustments may be applied based on the lesser of five percent or the average of the prior 12 months of Consumer Price Index (CPI) for All Urban Consumers. Proposals must include a five-year total project cost and detailed line-item breakdown for one fiscal year not exceeding the $35,000 limit. Resident bidders and Service Disabled Veteran Owned Small Businesses (SDVOSBs) registered with the U.S. Small Business Administration Center for Veteran Enterprise may receive applicable preferences. All products and intellectual property developed under the contract become the sole property of the State of Colorado.
