About this opportunity
The State of Colorado, Department of Natural Resources, Division of the Colorado Water Conservation Board (CWCB), is soliciting proposals under RFP PDAA 2027_0004 for a Colorado Water Reuse Progress Report and Roadmap, with written questions due November 9, 2026 at 10:00 a.m. MDT and proposals due November 30, 2026 at 10:00 a.m. MDT.
The project requires a report assessing the current state of water reuse in Colorado, summarizing existing effective projects, promoting responsible adoption of reuse, and identifying barriers and opportunities. The contractor must also develop a future roadmap with recommended next steps and actions. The contractor must complete all work by June 30, 2028, and all reports, studies, and data become the sole property of the State of Colorado. The maximum budget is $150,000, with payment based on the percentage of completed tasks as invoiced and approved by the Project Manager.
Proposals must include a completed submission form, three to five relevant project descriptions, three references, a detailed project approach with identified subcontractors, a proposed work schedule, and a pricing schedule. Offerors must carry workers' compensation coverage, commercial general liability of $1,000,000, automobile liability of $1,000,000, and cyber insurance of $1,000,000 if access to protected information is anticipated. Submissions must go through the Colorado Vendor Self Service (VSS) System or Google Forms, and the contractor must maintain an active VSS vendor account.
Evaluation assesses experience, project approach, schedule, and price, with award made to the responsible offeror whose proposal is most advantageous to the State. A public virtual proposal opening occurs November 30, 2026 at 12:00 p.m. MDT via Google Meet. Proposal evaluation runs November 30 through December 4, 2026, with a notice of award expected December 7, 2026 and an expected project start date of December 22, 2026.
