About this opportunity
The Illinois Department of Corrections is requesting quotes for color video survey and well casing repair services at Sheridan Correctional Center, with quotes due September 15, 2026. This is a one-time service contract with an initial term ending June 30, 2027.
The scope covers a comprehensive color video survey of Well #1 at the facility (885 feet deep, 12-inch casing from surface to 240 feet, last serviced in 2023). If the survey identifies damage, the vendor will provide an itemized repair quote for facility approval; no repairs will proceed without prior written authorization from the Business Office. All labor, equipment, and materials are the vendor's responsibility. Work must be performed at 4017 E. 2603rd Rd., Sheridan, IL 60551 during Monday–Friday, 8:00 a.m. to 3:00 p.m., in the presence of the Chief Engineer or designee. All materials must be commercial manufacture specifically designed for water well installation and maintenance.
Material costs are estimated at $8,000 for the contract term; the maximum contract amount is not specified. The State will award to the responsive and responsible vendor submitting the lowest price. Vendor bids must remain firm for 120 days from opening.
The vendor must provide proof of property damage and public liability insurance at contract execution and annually thereafter, naming the State as an additionally insured party. Within five working days of award, the vendor must submit names, dates of birth, and Social Security numbers of all on-site employees for mandatory security background checks; personnel must pass checks before site access. Vendor employees must comply with Sheridan Correctional Center security rules, including vehicle clearance and identification requirements. The State's Standard Terms and Conditions (v.23.2) apply, including prevailing wage compliance, a mandatory $15 minority contractor initiative fee for awards of $1,000 or more, worker's compensation insurance, and three-year records retention (five years if federally funded). Invoices are due upon completion and require sign-off from both the Chief Engineer and the Business Office Voucher Clerk. No small business, minority-owned business, women-owned business, persons with disabilities-owned business, or veteran-owned small business set-aside is indicated.
