About this opportunity
Gallup-McKinley County Schools (GMCS) is soliciting proposals for the establishment of an indefinite quantity agreement to procure hands-on College & Career/Career Technical Education (CTE) curriculum and supplies for elementary, middle, and high schools throughout the district. The procurement requires vendors to provide comprehensive curriculum offerings including professional development and training, equipment and supplies, instructional materials and programs, and digital platforms with student progress monitoring and data dashboards that align with New Mexico Standards and applicable CTE program requirements. The curriculum must cover multiple educational pathways including Automation and Robotics, Energy and the Environment, and Flight and Space at the elementary level; Floating and Sinking, Sunlight and Weather, and Light and Sound at the middle school level; and Computer Science, Engineering, Media/Film, Business/Interpersonal, and Biomedical Science at the high school level. Vendors must demonstrate qualifications by submitting a minimum of three references documenting similar relevant experience completed within the last five years, including entity name and address, contact information, contract dates, type of services provided, and contract values. Evaluation will be based on a maximum of 200 points across multiple criteria: experience (15 points), curriculum supplies and materials (30 points), professional development and training (10 points), past performance (10 points), value-added services (5 points), cost (30 points), and interview/oral presentation if held (100 points). Key deadlines include a pre-proposal conference on April 16, 2026, at 10:00 AM, written questions due by April 20, 2026, and sealed proposals due May 8, 2026, at 2:00 PM (MST) through the GMCS eBidding Portal. The contract term extends from the date of award through June 30, 2027, with options to renew for seven additional one-year periods through June 30, 2034, and pricing must be submitted in two formats including F.O.B. Destination with freight prepaid.
All prospective contractors must submit multiple mandatory compliance forms with their proposals, including an Acceptance and Disclosures Form certifying no conflicts of interest, non-debarment status, and good faith compliance; an Exceptions to Competitive Solicitation Form disclosing any specifications not met; a Campaign Contribution Disclosure Form documenting any contributions exceeding $250 in aggregate to applicable public officials during the two-year period prior to submission; and a Letter of Transmittal identifying authorized representatives. New Mexico Resident Business contractors may claim resident preference if they possess a valid Resident Preference Certificate issued by the New Mexico Taxation and Revenue Department, with qualified Resident Veteran Businesses receiving a 10% preference discount if prior year revenue does not exceed $3 million. The solicitation does not identify incumbent vendors or current contractors, and no specific budget or award value range is disclosed, though the District indicates it intends to place minimum orders once per year in late spring with potential additional orders as enrollment fluctuates. Payment terms are Net 30 upon receipt and inspection of items at school sites, contingent upon sufficient appropriations being made available by GMCS. GMCS reserves the right to make multiple awards, reject any or all proposals, waive technicalities, and cancel the solicitation in its entirety, and the procurement is conducted under a Cooperative Procurement Agreement that permits utilization by the City of Gallup, McKinley County, other school districts, and state agencies as permitted by New Mexico law.
