About this opportunity

The State of Florida, Department of Revenue (FDOR), General Tax Administration Program, is soliciting proposals for comprehensive collection services to collect delinquent Florida taxes and/or fees from business taxpayers across the state's 67 counties and locations throughout the United States. The Contractor will be required to implement active collection services no later than 90 calendar days from the contract's effective date, which will include a testing and acceptance period. Vendor questions are due by April 12, 2024 at 3:00 PM, and proposals are due by April 23, 2024 at 3:00 PM. The contract will be a fixed-rate, deliverable-based contract for a term of 5 years, with renewal options. Payment to the Contractor will be based on a contingency fee arrangement, where the Contractor will receive a percentage of the amounts collected. The Contractor will not be compensated for any modules where no money is collected or due, and there is a $2,000 cap on the fee paid per referred delinquency or manual bill converted from a delinquency. FDOR reserves the right to adjust the Contractor's fees in cases where a module is assigned and FDOR later revises the amount.

This opportunity is not restricted to any set-aside designations or types of organizations. The incumbent vendors are currently receiving $258,222.63 and $243,985.86 in Fiscal Year 2023 for these collection services, and FDOR is seeking to improve the rate of delinquent tax collections and case resolution through this contract. The anticipated contract start date is September 1, 2025, and FDOR plans to select 1-2 vendors to provide these services.
