About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Corrections Division of Correctional Industries, is issuing Request for Bid (RFB) 758 2600000198 for the procurement of a collator for the Lagrange State Penitentiary (LSCC) Print Shop. The solicitation seeks one Duplo DBM 350 Booklet Maker or approved equivalent collator unit featuring a 20-tray configuration capable of handling sheet sizes up to 12 x 18 inches, with integrated stacking, stitching, folding, and trimming capabilities for small booklet production. The equipment must be delivered to Correctional Industries at 1612 Dawkins Road, Lagrange, Kentucky 40032, with billing directed to Kentucky Correctional Industries at 1041 Leestown Road, Frankfort, Kentucky 40601, and the unit cost must include delivery, installation, and training. The procurement will be awarded as a single group covering all line items using a best value ranking approach with measurable criteria totaling 110 points: price (90 points), delivery (10 points), and warranty (10 points), with delivery time specified in working days and penalties of one percent per day deducted from invoices for late delivery. Vendors must submit written questions by December 2, 2025, at 1:30 PM ET, with bid closing on December 9, 2025, at 1:30 PM ET, and all bid information must be submitted electronically through the Kentucky eProcurement system at https://vss.ky.gov with vendor registration required 24–48 hours prior to submission. Proposed pricing must be submitted as F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise tax and Kentucky sales or use tax, and must remain valid for a minimum of 60 calendar days after the bid due date. Bidders proposing alternate brands or specifications must submit descriptive literature for evaluation of equivalency, and inquiries regarding the solicitation should be directed to Angie Johnson at 502-564-6194.

Kentucky resident bidders will receive reciprocal preference as defined in Kentucky Revised Statutes 45A.490–494, and the Department of Corrections Division of Prison Industries will receive a twenty percent preference of maximum points, while qualified bidders as defined in 200 KAR 5:410 will receive a fifteen percent preference. Prior to award, successful bidders must submit proof of Commercial General Liability Insurance with minimum coverage of $1,000,000 per occurrence and $2,000,000 aggregate, Kentucky Tax Registration if applicable, and a completed Annual Affidavit form (Attachment B) that has been notarized, attesting under penalty of perjury that the contractor has not knowingly violated campaign finance laws of the Commonwealth and that awarding the contract will not violate any provision of Kentucky's campaign finance laws. All responsive and responsible bids will be ranked proportionally based on the best value scoring criteria, with the lowest responsive and responsible bidder receiving maximum points. No specific budget range or award value has been disclosed in the solicitation documents; however, the successful bidder will be responsible for providing the complete collator unit with all associated delivery, installation, and training services as specified. The contract is issued as a firm price award with no specified renewal periods or initial contract term mentioned, and the Commonwealth retains the right to request updated affidavits at any time during the contract period.
