About this opportunity
Hillsborough County Public Schools (HCPS) has issued a Notice of Intent to Purchase Single/Sole Source Commodities and Services for K12 Lift services from K12 Collaborative, LLC. The procurement will provide 27 schools with customized data tools and reporting designed to help principals and teachers assess instruction quality and student performance. Specific services include annual subscriptions for Process Monitoring Reports, Standards Mastery, and Professional Learning components. The single/sole source posting period runs from August 12, 2025, through August 21, 2025, with a three-business-day protest period extending through August 26, 2025. The K12 Lift platform enables educators to analyze student growth rates, academic histories, and intervention effectiveness through a 5-phase problem-solving protocol, allowing grade-level teams to collaboratively adjust instructional resources and practices. Interested firms can respond by uploading Exhibit B and supporting documentation via www.vendorlink.com during the specified posting period. The unique value proposition includes integrating state assessment data, local progress monitoring data, and attendance information into individualized, print-ready progress monitoring portfolios delivered three times annually.
The procurement appears to be exclusively available to K12 Collaborative, LLC, which is identified as the sole source provider and copyright owner of the K12 Lift Progress Monitoring, Standards Mastery, and Benchmark Reporting Portfolios. No specific pricing information or contract term length is detailed in the notice. The services are not available through retail channels or third-party distributors, effectively restricting competition. Multiple-year sole source approvals are valid for one year and must be reposted and validated before renewal. If no alternative or "like" commodities or services are identified during the posting period, HCPS will submit a recommendation to the School Board requesting approval to waive competitive solicitation and proceed with the single/sole source purchase. The procurement does not indicate any specific set-aside designations for disadvantaged enterprises or small businesses, nor does it provide explicit information about award values or budget ranges for the contract.
Opportunity text
This NOTICE OF INTENT TO PURCHASE SINGLE/SOLE SOURCE shall serve as a notification that a recommendation will be made to The School Board of Hillsborough County, Florida (the "School Board") to award this single or sole source procurement to the referenced vendor of the commodities and contractual services described in Exhibit A: SINGLE/SOLE SOURCE COMMODITIES AND SERVICES. The description of commodities and contractual services intended for purchase from a single or sole source is posted following 6A-1.012(12)(d), Florida Administrative Code. It will remain posted for seven (7) business days. K12 Lift provides each of the 27 schools with customized data tools and reporting to help principals and teachers determine the quality of instruction. K12 Lift equips educators and builds their capacity to use personalized data tools designed to answer important questions, such as whether Tier 1 instruction in their classroom and grade level is effective, for whom, whether interventions are working, and who is already getting great results with students in similar schools. K12 Lift progress monitoring portfolios will be delivered as part of a 5-phase problem-solving protocol in each implementing school. Teachers will be given opportunities to reflect on the growth rates and academic histories of their current students, then work together in grade-level teams to hypothesize the causes of those student outcomes and propose adjustments to their instructional resources, planning routines, or instructional practices that may increase their collective impact on Hillsborough students' academic outcomes. The contract includes: • Annual Subscription: Process Monitoring Reports • Professional Learning • Annual Subscription: Standards Mastery
