This is a Notice of Intent to Purchase Single/Sole Source Commodities and Services issued by Hillsborough County Public Schools (HCPS) in Tampa, Florida, for the procurement of K12 Lift services from K12 Collaborative, LLC. The notice identifies K12 Lift as a customized data tools and reporting platform designed to support instruction quality assessment across 27 HCPS schools. The service provides principals and teachers with personalized data tools to evaluate Tier 1 instruction effectiveness, monitor intervention outcomes, and identify high-performing instructional practices. K12 Lift progress monitoring portfolios will be delivered through a 5-phase problem-solving protocol that enables teachers to analyze student growth rates and academic histories while collaborating in grade-level teams to adjust instructional resources and practices. The contract includes annual subscriptions for Process Monitoring Reports, Standards Mastery, and Professional Learning components. The single/sole source posting period runs from Tuesday, August 12, 2025, through Thursday, August 21, 2025 (seven business days), with a protest period of three business days extending from Thursday, August 21, 2025, through Tuesday, August 26, 2025. Interested firms may respond by uploading Exhibit B and supporting documentation via www.vendorlink.com during the posting period.

K12 Collaborative, LLC is identified as the sole source provider and copyright owner of K12 Lift Progress Monitoring, Standards Mastery, and Benchmark Reporting Portfolios, with these products available only through direct purchase from the vendor and not through retail channels or third-party distributors. The unique feature of K12 Lift is its integration of state assessment data, local progress monitoring data, and attendance information into individualized, print-ready progress monitoring portfolios delivered three times annually, thereby reducing the gap between assessment and actionable instructional insights. No specific pricing information, contract term length, or renewal options are detailed in this notice. If no "like" commodities or services are identified during the posting period, HCPS will submit a recommendation to the School Board requesting approval to waive competitive solicitation and proceed with the single/sole source purchase. Multiple-year sole source approvals are valid for one year and must be reposted and validated before renewal.
