About this opportunity

The City of Tampa, through Hillsborough County, Florida, is soliciting sealed bids for the supply of Coldspring Granite Pavers to replace broken and missing pavers on the Tampa Riverwalk. This is a materials supply procurement requiring the delivery of 1,364 total granite paver pieces (1,364 square feet), consisting of 682 pieces of Carnelian granite and 682 pieces of Sunset Red granite, each measuring 1 foot by 1 foot with a thickness of 1-1/4 inches, featuring a thermal top surface with split edges and sawn bottoms. The pavers must be sourced exclusively from Coldspring Quarry with no substitutions permitted, as these specific granite varieties are available only from this quarry and are necessary to maintain the aesthetic and quality consistency of the original installation, which has sustained damage from vandalism, storm surges, hurricanes, and equipment wear and tear. Materials must be delivered within eight weeks after receipt of order to 1550 North Grady Street, Tampa, Florida 33607, with all shipping costs, taxes, and delivery included in the bid price. Sealed bids must be submitted electronically through the OpenGov eProcurement Portal by 3:00 p.m. on Thursday, April 30, 2026. The award will be made to the lowest responsive, responsible bidder within 120 days after bid opening, and the contract term shall be established for one year from the effective award date, subject to renewal for two additional one-year periods by mutual written agreement, plus optional unilateral City extensions of up to three additional 30-day periods, with prices subject to escalation or de-escalation beginning one year after the award commencement based on the Consumer Price Index for All Urban Consumers (CPI-U).

City of Tampa certified Small Local Business Enterprises (SLBEs) are eligible for a five percent bid discount (up to a maximum of $10,000) applied for evaluation purposes only, with SLBE certification required prior to the bid opening date and documentation submitted via the DMI-40 Letter of Intent form within ten workdays after notice of intent to award. Vendors must comply with Florida Statutes regarding E-Verify employment verification, provide proof of Florida business licensure, execute DMI forms for subcontracting disclosures, and submit OSHA Safety Data Sheets within five days of award notice. The procurement identifies an estimated budget of $50,000 from Funding Source 01100-226500-552004, with a material supply contract price of $54,910.00 as specified in the Coldspring Granite Company proposal dated January 8, 2026, and payment terms established as net 30 days upon shipment. The City reserves the right to award by division or aggregate, cancel or reject any or all bids, utilize the next lowest bidder in case of awardee default, and terminate the contract with 10 days' notice for cause or 30 days' notice without cause. No incumbent vendors are identified in the procurement documents; however, Coldspring Quarry serves as the sole-source supplier for the specified materials. Proposers must also address ADA compliance requirements for any information and communication technology products or services involved, including submission of an Accessibility Conformance Report (ACR) based on the Voluntary Product Accessibility Template (VPAT) demonstrating conformance to WCAG 2.2 Level AA and Section 508 federal accessibility requirements.
