About this opportunity
Buckingham Township in Bucks County, Pennsylvania, is soliciting sealed bids for the Cold Spring Well No. 4 Radon & PFOA/PFOS Removal - Electrical project (BT-25-02), which involves comprehensive electrical construction for a new water treatment facility. The project requires an electrical contractor to perform power distribution, lighting installation, grounding, electrical and electronic control systems, and equipment connections as part of a broader water treatment infrastructure improvement. Bidders must attend a mandatory pre-bid meeting and site visit on December 1, 2025, at 1:00 PM at the Buckingham Township Building, and all questions must be submitted electronically through PennBid by December 3, 2025, at 1:00 PM. Sealed bids will be received electronically via PennBid on or before December 10, 2025, at 1:00 PM, with bidding documents available at no cost starting November 18, 2025. Contractors must meet specific qualifications, including demonstrating experience with three similar contracts completed within the past five years, each valued at no less than 85 percent of the proposed contract amount. Evaluation criteria will include bid responsiveness, technical compliance, and meeting the comprehensive electrical specifications detailed in the contract documents.
The procurement includes provisions for Disadvantaged Business Enterprise (DBE) solicitation requirements and is federally funded through EPA financial assistance dollars, which mandates compliance with Davis-Bacon wage rates and Build America Buy America requirements. Bidders must provide bid security of 10 percent of the maximum bid price via certified check or bid bond, with performance and payment bonds required for the successful bidder equal to the full contract price. The contract specifies 548 calendar days for substantial completion and 578 calendar days for final completion, with liquidated damages of $500 per day for failure to achieve substantial completion and $100 per day thereafter until final completion. While no specific incumbent vendor is mentioned, the project involves modifications to existing electrical systems at the Cold Spring Well No. 4 site. Although a precise budget range is not explicitly stated, the comprehensive nature of the electrical work, including power distribution, lighting, control systems, and equipment connections, suggests a significant investment in municipal infrastructure improvement. Buckingham Township reserves the right to reject any or all bids and to waive any informalities or irregularities at its discretion.
