This technical specification document is prepared for Buckingham Township, Pennsylvania, outlining the electrical construction requirements associated with the Cold Spring Well No. 4 Radon and PFOA/PFOS Removal Project (Contract BT-25-02). The project involves furnishing and installing all electrical work including power distribution, lighting, grounding, electrical and electronic control systems, temporary electrical facilities, and connections to equipment provided under concurrent general construction contract BT-25-01. The electrical contractor is responsible for receiving and installing wall-mounted control devices from the general contractor, providing all power wiring and final connections from source to equipment, installing disconnect switches and circuit breakers as required by the National Electrical Code, adjusting motor connections to ensure proper rotation, and providing lighting fixtures and accessories. The specifications detail comprehensive requirements across 16 divisions covering general requirements, site work, concrete, masonry, metals, wood, thermal and moisture protection, doors and hardware, finishes, specialties, and equipment. A mandatory pre-bid meeting and site visit is scheduled for December 1, 2025, at 1:00 PM at the Buckingham Township Building, with sealed bids due by 1:00 PM on December 10, 2025, through PennBid. Bidders who do not attend the mandatory pre-bid meeting will not have their bids accepted.

The electrical contractor must coordinate with the general contractor and mechanical/HVAC contractors, providing temporary electrical services, lighting, and power distribution during construction. Equipment startup and commissioning services are required, including manufacturer representation for testing and operational demonstrations. All costs for materials, labor, equipment, temporary facilities, testing, and professional services are to be included in the bid price. The contract includes provisions for a one-year warranty on equipment and performance, operation and maintenance data submission, as-built documentation, and final cleaning and inspection requirements. The project is funded by Buckingham Township, with all contract documents and specifications available through PennBid as of November 18, 2025. Questions must be submitted electronically through PennBid by 1:00 PM on December 3, 2025.
