About this opportunity

The Colorado Department of Corrections, on behalf of the State of Colorado, issued Invitation for Bid (IFB) 2026-0179 for the procurement of coiled aluminum to support Colorado Correctional Industries (CCi) license plate production operations. The solicitation seeks 350,000 pounds of 3105H21 aluminum alloy coil material with specific dimensional and performance requirements: 21 gauge thickness (0.027 inches), coil width of 11.98 to 12.00 inches, ultimate tensile strength of 17,500 to 20,500 PSI, and minimum yield strength of 13,000 to 18,000 PSI with 16 percent elongation. The material must be processed with Bonderite M-CR 1430 C pretreatment and conversion coating per ASTM B-449-Class 2 specifications (25-35 mg/sq. ft. coating weight), wound on 20-inch diameter cores with maximum 45-inch outside diameter and 1,500-pound weight limit per coil, and configured to unwind clockwise. Delivery shall occur in monthly installments of approximately 111,000 pounds (three truckloads of 37,000 pounds each) to the CCi Tag Plant at 275 West Highway 50, Canon City, Colorado, with deliveries accepted Monday through Thursday excluding state holidays. The IFB was published May 5, 2026, with written inquiries due by May 8, 2026 at 2:00 p.m. Mountain Time, estimated vendor inquiry responses by May 12, 2026, and bid submission deadline of May 18, 2026 at 4:00 p.m. A virtual public bid opening is scheduled for May 19, 2026 at 10:00 a.m. via Google Meet, with an estimated Intent to Award publication date of May 21, 2026. The anticipated contract term is one year or until total quantities are met. Bidders must submit pricing on a firm, per-pound basis with all costs and freight prepaid on an FOB Destination basis through bidnetdirect.com and must include Exhibit B (Required Vendor Information), Exhibit C (W-9 Request for Taxpayer ID Number), Exhibit D (Price Quote), and Exhibit E (Vendor Disclosure Statement). Award will be made to the lowest responsible and responsive offeror meeting all specifications and requirements.

Service Disabled Veteran-Owned Small Business (SDVOSB) offerors receive a five percent preference on quoted pricing and must provide certification documentation to qualify for this set-aside designation. All responding vendors must certify their status regarding minority-owned, women-owned, disadvantaged, and other federally or state-recognized business classifications as part of W-9 submission requirements. Prior to Purchase Order execution, the awarded vendor must demonstrate Good Standing with the Colorado Secretary of State, provide proof of required insurance coverage (including Workers' Compensation, General Liability with $1,000,000 per occurrence minimum limits, Automobile Liability, and additional coverage as applicable), and comply with all Colorado Department of Corrections administrative requirements including background checks and PREA compliance training for any personnel accessing correctional facilities. All contractor personnel must sign consent-to-search authorization forms and comply with facility security protocols prohibiting contraband, tobacco, weapons, and unauthorized electronic devices. The IFB documentation does not identify any incumbent vendors or current contractors, nor does it specify an explicit contract value or budget range; however, pricing submitted by vendors will be evaluated competitively, with the State retaining the right to reject all bids and cancel the solicitation without penalty prior to contract execution.
