About this opportunity

The City of Toledo is requesting bids for vehicle towing, removal, storage, and disposal services to support code compliance and nuisance abatement activities, with bids due October 20, 2026 at 1:30 PM EST via the City's PlanetBids portal. This is a rebid; the contract term is one year with options for up to three additional one-year renewals. Living wage requirements apply to all awardees under Toledo Municipal Code Chapter 187: contractors must pay employees $17.45 per hour with single health coverage not exceeding 15% of monthly wages, or $20.63 per hour without such coverage, for all contracts exceeding $10,000 or receiving over $100,000 in financial assistance annually.

Scope includes removal of passenger vehicles, trucks, vans, SUVs, motorcycles, inoperable and abandoned vehicles, trailers, campers, recreational vehicles, boats, and oversized items from private property, vacant property, commercial property, and public rights-of-way. Contractors must handle vehicles missing wheels, locked, severely damaged, fire-damaged, dismantled, or in difficult-to-access areas, using winching, dolly service, flatbed service, and specialty equipment. Contractors must propose pricing schedules for standard tows, specialty equipment services, storage, administrative fees, title processing, disposal, site visits, and mileage charges, with final pricing negotiable per job based on site conditions and complexity. The City may select one or more qualified contractors and does not guarantee minimum work volume.

Minimum qualifications include all required Ohio and City of Toledo towing licenses, $1,000,000 insurance coverage naming the City as an additional insured, a secure storage facility, government-removal experience, appropriate equipment and staffing, and response time capabilities ranging from 30 minutes for emergency tows to two business days for routine removals. Compliance with Toledo Municipal Code Chapters 1726 and 765 and applicable Ohio Revised Code provisions governing abandoned vehicles and towing services is mandatory.

All bids require a bid guaranty (cashier's check or bid bond), project paperwork including acknowledgment of terms, living wage contract addendum, primary/subcontractor agreement certificate, and a signed contract. Bid prices must be stated to two decimal places. Payment is made within 45 calendar days of City acceptance of deliverables or receipt of proper invoices, whichever is later.
