About this opportunity

The Finger Lakes Developmental Disabilities Services Office (DDSO), operating under the New York State Office for People with Developmental Disabilities (OPWDD), is soliciting competitive bids for a bathroom renovation project at the Cobblestone 106 Intermediate Residential Apartment (IRA) located at 106 Cobblestone Terrace, Newark, New York. This is a New York State Article 8 public works project requiring prevailing wage compensation as determined by the NYS Department of Labor (PRC number 2026013439). The scope of work encompasses complete demolition and renovation of approximately 95 square feet of bathroom space, including removal of existing fixtures, installation of new porcelain tile flooring with cove base, solid surface wall panels, plumbing fixtures (water closet and lavatory), an accessible shower with hand-held showerhead and grab bars, lighting, and exhaust ventilation systems, with all work to comply with applicable local and state building codes and alteration level 2 standards. Prospective bidders must attend a mandatory site visit on Thursday, May 28, 2026 at 10:00 a.m. to verify knowledge of the project scope; bids will not be accepted from vendors who do not attend or who arrive late. All bidders are required to possess a valid New York State Department of Labor (NYSDOL) registration number in accordance with Labor Law Section 220-i and must submit their Certificate of Registration with their bid proposal; failure to provide verifiable NYSDOL credentials will result in automatic bid disqualification. Written questions regarding project specifications must be submitted by June 1, 2026, with official responses provided by June 3, 2026. Bid proposals are due by June 5, 2026 at 8:00 p.m. and must remain valid through September 3, 2026 (90 days after the bid due date). Interested contractors should request an invitation to bid by submitting company letterhead with the project location and title, current email address, and/or fax number to Franchesca Sagen via fax at 585-461-8811 or email to FL.Purchasing@opwdd.ny.gov.

This procurement is restricted to contractors registered with the New York State Department of Labor, with bidders strongly encouraged to register promptly as NYSDOL estimates approximately 3-4 weeks for application review and Certificate of Registration issuance. All subcontractors require pre-approval from the Finger Lakes DDSO prior to engagement on the project. The winning contractor must obtain and maintain workers' compensation insurance and general liability insurance with minimum limits of $1,000,000 per person and $2,000,000 per accident, naming the State of New York as an additional insured. The successful contractor must provide a one-year warranty covering parts, materials, and labor and submit certified payroll documentation with all invoices prior to payment. Work will not commence until a Purchase Order is issued in the Statewide Financial System, and all invoices must be submitted within 30 days of invoice date to AccountsPayable@ogs.ny.gov. The building will remain occupied during construction, necessitating phased work with dust containment, protection of existing fire alarm and sprinkler systems, and maintenance of all exits and fire suppression systems. No budget or award value is specified in the procurement documents, and the OPWDD reserves the right to reject any or all proposals, withdraw the RFQ, or negotiate with selected contractors.
