About this opportunity

Sarasota County is requesting proposals for professional coastal engineering services for the Casey Key Resiliency Project under a Request for Professional Services, with proposals due August 19, 2026. Award is contingent upon appropriation of funds by the Board of County Commissioners, and the County will execute a CCNA Project Specific Agreement to the selected firm for the duration of the project.

The scope includes responding to a Florida Department of Environmental Protection Request for Additional Information (RAI) dated May 4, 2026, and obtaining all necessary state and federal regulatory approvals from FDEP, the United States Army Corps of Engineers, and local authorities. The project encompasses beach restoration and erosion control along a 4.5-mile stretch of Casey Key shoreline, involving construction of 45 coastal structures (six breakwaters, six groins with attached reef balls, and 33 groins) and placement of approximately 1,005,800 cubic yards of sand. The consultant will build upon materials previously prepared by Humiston and Moore Engineers that were donated by the Casey Key Conservation Association. Within 30 days of the Notice of Recommended Award, the selected consultant must submit a detailed project timeline for County approval and contract inclusion. Potential future work may include additional permitting and design, construction compliance support, monitoring, public and technical meetings, funding strategies, coastal engineering modeling, and peer review services, authorized through contract amendments at the County's discretion.

Proposers must be registered with the Florida Department of Business & Professional Regulation and must have at least one registered Professional Engineer licensed by the Florida Board of Professional Engineers at time of submittal. Preferred qualifications include experience in bathymetric survey/mapping, coastal permits, Sovereign Submerged Lands work, and state or federally funded coastal restoration projects, plus at least one key personnel member holding Certified Ecologist, Professional Wetland Scientist, Professional Geologist certification, or advanced degrees in coastal engineering or environmental science.

The contractor must maintain professional liability insurance of at least $1,000,000 per claim/occurrence and aggregate, commercial general liability of $1,000,000 per occurrence/$2,000,000 aggregate, business automobile liability of $1,000,000 combined single limit, and workers' compensation insurance per Florida Statutes. Short-listed proposers will be required to attend presentations or interviews in Sarasota or virtually at the County's discretion. The award will be determined by a Professional Services Review Committee based on most qualified proposer selection.
