❶¡..Describe.in.general.terms.the.proposed.activity.including.any.phased.activities¡

The beach restoration project consists of an approximate 4.5-mile stretch of chronically eroded beach. This erosion has been ongoing for a few decades and has resulted in the armoring of certain stretches of shoreline to protect the island’s evacuation route and existing upland properties.

a) Type of project (e.g., restoration, nourishment, bypassing, groins, maintenance dredging, jetty rehabilitation);

The project aims to improve the island’s resiliency by improving the existing beach conditions. The restoration will include careful use of fill placement along certain stretches of the beach. Erosion control structures will be utilized along sections with and without fill placement to aid in the retainment of the sand on the beach along the filled areas and offer protection from waves to areas without fill placement.

b) Number of events requested (once or as-needed);

The erosion control structures will be constructed once and be restored if needed after a major storm. The fill placement event will be constructed as needed but will have a construction lifespan of 5 years.

c) Fill template (lengths, dune crest and berm widths, slopes, and corresponding elevations in North American Vertical Datum (NAVD) down to toe of fill);

d) Type/number/dimensions/elevations of structures;

The sections that will receive nourishment span from R-81 to R-88 and R-91R-108, a total length of approximately 28,530 ft (8696 m). The fill template will vary depending on existing shoreline conditions, the inclusion of erosion control structures along certain stretches and the presence of nearshore hardbottom.

Generally, the berm will be constructed at an elevation of 6 ft (1.8 m) NAVD, sloping down to 5 ft (1.5 m) NAVD.

From the berm, the rest of the fill will be sloped at 10:1 to the toe of the fill. The total fill volume is approximately 1,000,000 cy (764,555 m3).

There are three distinct erosion control structures being proposed: Groins from R-84.5 to R-87.75 and R-90.5 to R-93.5, offshore breakwaters from R-88 to R-90.5, and an array of groins in between longer groins with reef balls on the seaward end. The structure template for the groins and the breakwaters consists of structures with a crest width of 15 ft (4.6 m), with the groins at an elevation of 0 ft NAVD at the base and 3 ft NAVD (0.9 m) at the top. The groins with the attached reef balls consist of goliath sized reef balls with a top elevation of -2 ft NAVD (-0.6 m). Goliath reef balls generally have a width of 3 ft at the top, 7 ft at the base and have a height of 6

ft. In total, there will be 33 groins, 6 offshore breakwaters, and 6 groins with attached reef balls.

e) Dredge/equipment type and/or construction method;

The construction equipment for the erosion control structures will include barges, cranes, and the structure material. The beach fill will be constructed via truck haul from a DEP approved upland mine.

f) Borrow Areas (indicate if it is an offshore site, an ebb shoal or a flood shoal; specify maximum allowable dredge depths; indicate the vertical datum NAVD, MLW, MLLW, etc.;

and maximum depth);

Sand will be sourced from upland mines, Stewert Mine and Vulcan Mine, and will be transported to the site via truck haul.

g) Staging areas, stock piling, access corridors;

Staging areas, access corridors and stock piling locations are shown in the permit plans under Item 14.

h) Acreage of direct and secondary impacts for each impacted community type;

There are no known seagrass habitat in the project area. There are several exposed hardbottom habitats which were mapped in December 2021 by CSA Ocean Sciences. The use of erosion control structures only, fill only, and the combined use of both were designed in order to avoid secondary impacts to hardbottom environments when they are present near the shoreline. The mapped hardbottom is shown in the permit plans.

i) Acreage of mitigation for each type of community.

Mitigation.acreage.will.be.added.at.a.later.time¡

❷¡.Describe.the.purpose.and.need.of.the.proposed.activity.including.any.public.benefits¡.Include.a.detailed.

statement.describing.the.existing.and.proposed.upland.uses.and.activities¡

Casey Key is a narrow island with dense development and one evacuation road for the entire island. The existing conditions along this project area includes chronically eroded beaches with some stretches with minimal to no existing dry beach area. In response to this ongoing erosion, the coast was armored with riprap multiple decades ago as a protective measure to the upland. The sand seaward of the riprap has steadily eroded, leaving many sections of this coast with rocky shorelines and no wide beach to aid in energy dissipation. Additionally, this area of Casey Key was heavily impacted by Hurricane Milton in 2024, which made landfall in Siesta Key, ?? ft to the north. Hurricane Milton heavily scoured and damaged Casey Key road, the evacuation road to the entire island. Some homes along this coast were severely damaged during the passage of Hurricane Milton.

a) Whether.the.activity.will.adversely.affect.the.public.health?.safety?.or.welfare.or.the.property.of.others·

The nourishment and erosion control structures are intended to restore the beach to more ideal conditions, including a wider beach with an elevated berm. The erosion control structures are intended to aid in the retention of the sand in the area and prolong the nourishment life. The offshore breakwaters are intended to dissipate the incoming wave energy to the shoreline, which aids in the protection of upland development and can reduce the erosion of the sand due to large waves. Public health and safety will not be affected.

Residential properties will benefit from the beach project in terms of storm protection.

b) Whether.the.activity.will.adversely.affect.the.conservation.of.fish.and.wildlife?.including.

endangered.or.threatened.species?.or.their.habitats·

Casey Key is considered a high-density marine turtle nesting site according to Florida Fish and Wildlife Commission (FWC). The current state of most of the coastal stretch has narrow beaches, limited elevated beaches above the tidal range, and rocky shorelines due to the shoreline armoring, making marine nests vulnerable to wash out. The nesting turtle is also vulnerable to being trapped in the armored shoreline. The proposed project will aid in hatchling successes due to the availability of nesting sites with higher beach elevations for the nesting turtle to lay her eggs. The presence of the groins with the attached reef balls will attract diverse species and aid in boosting nearshore ecosystems that were otherwise not present.

The project will limit the use of beach fill in areas that contain hardbottom resources near the shoreline. One stretch of the project area, from R-88 to R-91 will not place any fill on the beach and instead will only construct offshore breakwaters. This will be done so that no infilling will occur above the hardbottom environments.

c) Whether.the.activity.will.adversely.affect.navigation.or.the.flow.of.water.or.cause.harmful.erosion.or.

shoaling·

The project will not affect navigation. The project will only consist of nearshore work.

d) Whether.the.activity.will.adversely.affect.the.fishing.or.recreational.values.or.marine.

productivity.in.the.vicinity.of.the.activity·

The project will not adversely affect fishing, recreation, or marine productivity.

e) Whether.the.activity.will.be.of.a.temporary.or.permanent.nature·

The structures will be permanent. The fill will be temporary as the local erosion rate alters the shoreline until the beach can be renourished.

f) Whether.the.activity.will.adversely.affect.or.will.enhance.significant.historical.and.

archaeological.resources.under.the.provisions.of.Section.8❷❸¡6❷7?.F¡S¡·.and

The activity will not affect any significant historical or archaeological resources. There are no known archaeological sites within the project bounds. No dredging is proposed within the project area.

g) The current condition and relative value of functions being performed by areas affected by the proposed activity.

The current condition of the project area is chronically eroded with very minimal beach width or elevation.

Additionally, Hurricane Milton made landfall in Siesta Key, just north of Casey Key and impacted its beaches and main road. Hurricane Milton reopened Midnight Pass which had been, at the north endpoint of this project area, which has caused further concerns to the properties in the newly opened inlet’s vicinity.

An economic analysis of the project relative to the project area is presented in the Appendices, determining the relative value of the project area.

The information in this item is only required if you are applying for a sovereignty submerged lands easement or lease: A legal property description and acreage of any sovereign submerged land that would be encompassed by the requested lease or easement, plus a survey prepared, signed and sealed by a person properly licensed by the Florida State Board of Land Surveyors

A.sovereign.submerged.lands.assessment.will.be.provided.at.a.later.date¡

13. topographic and bathymetric survey drawings of the proposed project site(s), including profiles and a contour map that reflect conditions within the past six (6) months, in accordance with Subsection 62B-41.008(1)(e), F.A.C. Drawings shall meet the State’s minimum technical standards and shall be signed and sealed by the professional surveyor, duly registered pursuant to Chapter 472, F.S., who performed the survey. This item may be included in item 14 (permit drawings).

Attached as Item 13 are signed and sealed drawings incorporating the survey data noted on the plans under Item 14. The surveys were conducted by Park Coastal Surveying, who are registered professional surveyors in the state of Florida.

15. A proposed construction schedule

The proposed construction will typically be planned between November 1st and April 30th to remain outside of the marine turtle nesting season. When feasible, the work will also be scheduled prior to February 15th to avoid shorebird nesting season. Should an emergency arise requiring sand placement for immediate protection to the upland and sufficient sea turtle nesting data is available along with shorebird nesting data to support sand placement during the respective nesting seasons, then the applicant may request authority to place sand during those time periods with required protocols.

16. Permit applications for excavation or fill activities shall include the following detailed information concerning the material to be excavated and the existing material at the beach fill site:

All sand for this project shall be from an approved upland sand mine with sand meeting the standards set forth in Rule 62B-41.007, F.A.C. There are no borrow areas designed as part of this project. A QA/QC plan meeting Department standard for use of an upland sand mine is provided as part of this application.

17. Analysis of the compatibility of the fill material with respect to the existing sediment at the placement site. The analysis should include all relevant computations, the overfill ratios, and superimposed graphs of the cumulative grain-size distribution and the frequency distribution of the fill material over the data for the existing sediment at the placement site.

Provide computations of borrow area volume and composite fill material characteristics (mean grain size and sorting, percent carbonate content) in an electronic spreadsheet

Sand to be placed as part of this project will comply with the beach fill sand quality standards in Chapter 62B-41, Florida Administrative Code, and will be obtained from sand mines recognized by DEP as suitable sand sources for beach quality sand. Sediment analysis of the sand from the inland sand mine will be provided to ensure that the sand is compliant with Rule 62B-41.007, F.A.C. and the permit drawings.

18. Using an established natural community classification system, describe each natural community within the area of influence of the proposed activity. This includes wetlands, mangroves, seagrasses, hardbottom or any other coastal resource, within a minimum of 1,000 feet in both shore parallel directions of the project boundary. Include an aerial map of these communities outlined, as well as:

The Casey Key Hardbottom Reconnaissance Survey Report completed by CSA Ocean Sciences in 2021 is attached in the Appendices.

19. Provide detailed information on season of occurrence, density, and location of threatened or endangered species whose range occurs within the proposed activity. Include any results of available wildlife surveys that have been conducted on the site.

Nesting data for sea turtle nesting and shorebird nesting data is available through FWC. The project will restore habitat to conditions that will reduce shorebird and marine turtle nest vulnerability.

20. Discuss any proposed methods to reduce potential impacts to threatened and endangered species, including lighting ordinances (outline procedures), avoidance (e.g., working outside of season), and minimization measures.

The proposed construction will occur between November 1st and April 30th to remain outside the sea turtle nesting season and avoid potential impacts to sea turtles. Additionally, when feasible, the work will also be scheduled for completion prior to February 15th to remain outside the shorebird nesting season.

21. Provide an analysis of the expected effect of the proposed activity on the coastal system including but not limited to: Analysis of the expected physical effect of the proposed activity on the existing coastal conditions and natural shore and inlet processes. The analysis should include a quantitative description of the existing coastal system, the performance objectives of the proposed activity, the design parameters and assumptions, relevant computations, validation of the results and the data used in the analysis.

The project will restore the shoreline to more natural conditions in terms of the proposed beach fill. The inclusion of erosion control structures will aid in the retention of sand along the shoreline where a less amount of beach fill is proposed. The structures will be designed to allow for continuous longshore sediment transport pathways, unlike the existing rock revetments in place currently. The Casey Key Feasibility Report and Casey Key Alternatives Analysis of the Proposed Design is attached in the appendices, and presents a quantitative analysis of both the existing coastal system and the proposed project.

22. Identify any areas within any proposed mixing zone(s) that contain significant submerged resources, such as hardbottom, seagrasses or mangroves. Explain why the size of the proposed mixing zone is the minimum necessary to meet water quality standards and provide justification for that size. If the project is in or adjacent to an OFW and an antidegradation variance is proposed, please provide the proposed NTU variability above background, as well as the justification (measurements of natural background variability measured within a tidal cycle). Describe the location and details of the erosion, sediment and turbidity control measures to be implemented during each phase of construction and all other measures used to minimize adverse effects to water quality. If a mixing zone variance is proposed, please provide a narrative description and graphic representation of the mixing zone.

The Casey Key Hardbottom Reconnaissance Survey Report completed by CSA Ocean Sciences in 2021 is attached in the Appendices.

23. Provide a written statement providing the necessity and justification for the potential impacts to the coastal ecosystem that may be caused by the proposed coastal construction.

Provide a physical monitoring plan, pursuant to Rule 62B-41.005, F.A.C

A.physical.monitoring.plan.will.be.provided.at.a.later.date¡

24. Provide proposed biological monitoring plans that will provide reasonable assurance that the predicted level of direct and secondary impact to adjacent biological resources, such as hardbottom and / or seagrasses was correct. Additionally, if impacts to natural resources are anticipated, a narrative description of any proposed biological mitigation plans, pursuant to Rule 62-345, F.A.C., including purpose, a comparison between the functions of the impact site to the mitigation site, maintenance, monitoring, estimated cost, construction sequence and techniques. For proposed artificial reefs, indicate the water depth, depth of sand overlying bedrock, and proposed relief and materials (type, size and shape).

A.biological.monitoring.plan.will.be.provided.at.a.later.date¡

25. Provide an analysis of available alternatives to the proposed coastal construction, pursuant to Subsection 62B-41.005(1)(e), F.A.C. that would minimize adverse impacts to the coastal system. Discuss any related effects on the coastal system.

An alternatives analysis is presented in the Appendices.

26. Provide the required permit fee, as set forth in Rule 62B-49.006, F.A.C. In order to calculate the fee, please provide the following: the acreage of proposed filling seaward of the MHW line; the acreage of proposed dredging; the cubic yardage of fill to be placed on the beach (above and below the MHW line); the cubic yardage of material to be dredged from an inlet and then placed either in an upland or offshore disposal site; the length of rigid coastal structures (groins, breakwaters, jetties, seawalls and revetments); and the number of inlet-related structures (new channels, sand traps and bypassing plants).
