About this opportunity
The Florida Fish and Wildlife Conservation Commission is pursuing a single-source procurement for specialized amphibious equipment through Coast Machinery, LLC, specifically seeking one Marsh Master MM-2MX-KC-FF tracked amphibious vehicle with a comprehensive Fire Package. The procurement includes a vehicle equipped with a Kohler engine, hydraulic pumps, rear hitch, overhead basket, jack, catwalk, cab fans, and camera, along with one 8-foot hydraulic tiller, deck liner, and one MM-2 trailer featuring a galvanized tilt deck and electric brakes. The equipment will be delivered to Christmas, Florida, with mandatory in-service training. The agency has determined this is a unique procurement justified by the Marsh Master's specialized capabilities for accessing submerged and wetland habitats with minimal environmental damage. Prospective vendors must submit information demonstrating their ability to supply these commodities by January 8, 2026, at 9:00 AM ET, with the procurement process adhering to Chapter 287 of Florida Statutes and requiring vendors to demonstrate integrity, reliability, and full capability to perform contract requirements.
The procurement appears to be unrestricted in terms of set-aside designations, with no specific limitations on vendor types mentioned. Coast Machinery, LLC is identified as the sole authorized manufacturer and distributor, maintaining proprietary parts distribution and exclusive sales rights. The estimated total contract value is $251,575.00, representing a one-time purchase executed through a purchase order with no specified contract term or renewal options. The equipment is intended for critical habitat management activities, including prescribed fire operations, invasive plant control, firebreak establishment across the Northeast Region's 34,500 acres of submerged or wetland habitats. The agency conducted extensive market research, consulting with other state and federal agencies and evaluating potential competitors like Wilson Marsh Equipment, Mobitrac, and Hydratrek, ultimately concluding that no alternative vendor could provide equivalent implement flexibility and multifunctional capabilities. The procurement is being managed by Melanie Mancuso, Biological Administrator I within the Habitat and Species Conservation division.
