About this file
This is a Description of Intended Single Source Purchase (PUR 7776) form filed by the Florida Fish and Wildlife Conservation Commission for the procurement of specialized amphibious equipment. The agency seeks to purchase one Marsh Master MM-2MX-KC-FF tracked amphibious vehicle with Fire Package, including a Kohler engine, hydraulic pumps, rear hitch, overhead basket, jack, catwalk, cab fans, and camera, along with one 8-foot hydraulic tiller, deck liner, and one MM-2 trailer with galvanized tilt deck and electric brakes, with delivery and in-service training to Christmas, Florida. The requestor is Melanie Mancuso, Biological Administrator I within the Habitat and Species Conservation division. The deadline for prospective vendors to submit information regarding their ability to supply the commodities is January 8, 2026, and the procurement is a one-time purchase upon execution of a purchase order with no specified contract term or renewal options.
The estimated total contract value is $251,575.00. The Florida Fish and Wildlife Conservation Commission has justified the single source acquisition based on the Marsh Master's unique capabilities as a low ground pressure vehicle designed for access to submerged and wetland habitats with minimal environmental damage. The agency conducted extensive research including internet searches, communication with other state and federal agencies, and manufacturer consultation, identifying comparable competitors such as Wilson Marsh Equipment, Mobitrac, and Hydratrek but determining that none possessed the same implement flexibility and multifunctional capabilities. Coast Machinery, LLC, the manufacturer of the Marsh Master since 1981, is the sole authorized distributor, warranty provider, and service facility, maintaining proprietary parts distribution and exclusive sales rights. The equipment is intended for prescribed fire operations, invasive plant control, firebreak establishment, and habitat management across the Northeast Region's 34,500 acres of submerged or wetland habitats.

Estimated Dollar Amount:

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
A Marsh Master, supplied by Coast Machinery LLC is the only equipment we have found to suit our needs. In particular, the Marsh Master is a low ground pressure vehicle that will improve access to submerged or wetland habitats with minimum damage to natural resources. The onboard fire suppression package and tiller implement will allow for the establishment of fire containment lines for prescribed burning, wildfire suppression, and general support of prescribed fire operations in difficult to manage wetland environments, including floodplain and basin marshes as well as periodically flooded impoundments.
Having the ability to burn and contain a burn within floodplain and basin marsh communities with minimal damage to the community itself will benefit a variety of species including the federally-threatened black rail as well as several state-threatened birds including little blue heron, roseate spoonbill, tricolored heron, and wood stork.
A thorough search of tracked amphibious vehicles was conducted to identify comparable equipment with none being found that have the same capabilities and implement options provided by Marsh Master. The search included internet searches, communication with other state and federal agencies, and speaking with the equipment manufacturer. The other brands considered do not have the implement flexibility of the Marsh Master required to conduct resource management in the NE Region's wetland and submerged habitats, so you would need to have multiple pieces of equipment (one machine to mow, one machine for fire suppression, and one outfitted for herbicide treatment) which would not be practical. The companies with equipment similar to a Marsh Master, but with fewer capabilities to conduct multiple types of

resource management tasks from one machine, included Wilson Marsh Equipment, Mobitrac, and Hydratrek. The identified machines from these companies, while comparable in appearance, are not in function, requiring multiple machines to perform the tasks one Marsh Master is capable of.
