About this opportunity

The University of Wisconsin-Stout, representing the State of Wisconsin through the University of Wisconsin Board of Regents, is seeking to procure a Computer Numerical Control (CNC) Machine specifically designed to process wood and composites. This one-time purchase is for equipment to be installed in the Technology Wing of Jarvis Hall, room 158, located at 410 10th Ave. E, Menomonie, Wisconsin. The Request for Bid (RFB #190290-BT) was issued on December 7, 2018, with vendor questions due by December 13, 2018, and responses posted on December 14, 2018. Bids are due on December 21, 2018, at 2:00 PM CDT, with a public bid opening scheduled at the UW-Stout Purchasing Services Office. The award will be made to the lowest price, responsive, and responsible bidder, with an anticipated award date of January 4, 2019. Vendors must have been in the business of manufacturing or selling the requested product for a minimum of five years, and the pricing must include all costs on an FOB Destination, Freight Prepaid and Installed basis, covering packing, freight, insurance, setup, operation manuals, and instructional charges.

The solicitation includes provisions for minority-owned business enterprise (MBE), disabled veteran-owned business (DVB), woman-owned business enterprise (WBE), and veteran-owned business (VB) preferences for vendors certified by appropriate Wisconsin agencies. MBEs and DVBs are eligible for a permissive 5% price preference. The State of Wisconsin qualifies for governmental discounts, and educational institutions are eligible for educational discounts, which must be reflected in unit prices. The RFB allows for cooperative purchasing by Wisconsin municipalities at the same negotiated rates, subject to contractor agreement. Bidders must submit required forms including DOA-3070, DOA-3832, and DOA-3054, along with attachments detailing qualifications, itemized pricing, and bidder information. The successful contractor will be required to submit quarterly reports on the utilization of certified minority businesses for subcontracting and supplies. While a specific budget range is not disclosed, payment will only be made after the CNC machine is installed, meets all specifications and requirements, and is accepted by the University of Wisconsin-Stout. The contract may be renewed for up to three additional one-year periods upon mutual written agreement between the procuring agencies and the contractor.
