About this opportunity

Colorado Mesa University (CMU) is soliciting proposals from qualified Architects for the Athletic Complex project, a procurement opportunity located in Mesa County, Colorado. The project involves constructing a 14,000 square foot, two-story Athletic Complex at the south end of Stocker Stadium, replacing an existing building. The facility will feature comprehensive athletic infrastructure, including a home team locker room with 126 lockers, sports medicine areas, exam rooms, team meeting rooms, coaches' offices, separate officials' locker room, and a second-floor panoramic viewing platform with a pre-function space, catering kitchen, and public restrooms. The solicitation follows a two-step selection process involving prequalification submittal and oral interviews, with evaluation criteria including project team qualifications, firm capabilities, prior experience, project approach, equity and diversity considerations, and work location. Key dates include design work beginning in the first week of November 2025, with final project completion targeted for July 1, 2027. The Fixed Limit of Construction Cost is set at $7,000,000, and CMU will utilize a Construction Manager/General Contractor (CM/GC) approach for project delivery.

Interested architectural firms must meet specific qualifications, including being in business under the same name for two years and demonstrating design experience with at least two projects over $10,000,000. The solicitation requires compliance with the Buy Clean Colorado Act and includes provisions for environmental product declarations. While no specific set-aside designations for disadvantaged enterprises are explicitly detailed, the evaluation criteria do emphasize equity and diversity considerations. Firms will be evaluated on their ability to maintain the established construction cost limit, with potential options including scope revision, obtaining written cost increase approvals, rebidding, or project abandonment. The procurement will be managed through Rocky Mountain ePurchasing, BidNet Direct as the Electronic Solicitation Notification System (ESNS), and requires comprehensive documentation including proof of legal work status and insurance certificates. The project integrates with the City of Grand Junction's plans to modify the stadium's south entrance, enhancing circulation safety and providing a new ticket booth and gift shop.
