About this opportunity
The State of Colorado Department of Local Affairs, Division of Local Government is requesting qualifications for pre-disaster disaster recovery and resilience services across six program areas with a Statement of Qualifications due October 22, 2026 at 2:00 p.m. MST. No set-asides apply; Service-Disabled Veteran-Owned Small Business (SDVOSB) status may receive consideration within personnel evaluation scoring.
Respondents must qualify in one or more of six task order program areas: Technical Assistance with Disaster Recovery Planning and Program Development; Reconstruction/Rehabilitation of Residential Dwellings; Grant and Loan Administration; Buyout Program Administration; Rental Assistance Services; and Transitional and Intermediate Housing Services. Contractors may compete selectively per program area rather than submit comprehensive responses across all six. The contract operates as a Master Task Order Contract under which DOLA will issue task orders only following a state or presidential disaster declaration; no guaranteed minimum funding exists. Respondents must demonstrate capability to manage grant administration, community engagement, staff hiring, construction oversight, and program closeout. Contractors must provide or manage their own Project Management Information Systems (PMIS) and Customer Relationship Management (CRM) systems and maintain bilingual customer service. Pricing is task-order driven; proposers must submit hourly rates for all labor categories and scenario-based cost proposals using DOLA-provided disaster scenarios, with rates becoming contract rates upon award and subject to reasonable cost-of-living adjustments.
The initial contract term is five years from full execution, anticipated by December 11, 2026. Work is performed in Colorado; out-of-state travel is not reimbursable. Contractors must carry general liability ($1 million), protected information liability ($1–2 million), professional liability ($1 million), crime insurance ($1 million), and automobile liability ($1 million). Evaluation weights: technical expertise and qualifications (25%), program management and approach (20%), cost reasonableness (20%), past projects and references (15%), personnel and staffing (10%), and proposal response quality (10%). Questions were due October 16, 2026. Mandatory submissions include cover letter, Certificate of Good Standing, qualifications narrative, references, Independent Contractor Certification, W-9, Vendor Disclosure Statement, and ACORD insurance documentation. Vendors must register with Colorado Vendor Self-Service portal and Rocky Mountain BidNet; submissions via email to brenda.lujan@state.co.us and BidNet only.
